Research On The Impact Of Environmental Regulation On The Decoupling Of Economic Growth And Environmental Pollution

The 18^th CPC National Congress incorporated the construction of ecological civilization into the overall plan of"Five-sphere Integration",and the 19^th CPC National Congress put forward the goal of building a beautiful China.The construction of ecological civilization has received unprecedented attention.At present,China is in a critical period of social and economic development transformation,and high-quality economic development depends on a good ecological environment.It is of great significance for realizing the decoupling of economic growth and environmental pollution in China to clarify the mechanism of environmental regulation on the decoupling of economic growth and environmental pollution,and to explore the ways of realizing the promoting effect of environmental regulation on the decoupling of economic growth and environmental pollution.The analysis framework of this paper includes two types of environmental regulation tools,command-and-control and market incentive,and the decoupling coefficient between economic growth and environmental pollution.This article use in Chinese mainland 30 provinces panel data from 2001 to 2018 as sample,according to Tapio decoupling theory,respectively to investigate command control environmental regulation and market incentives decoupling environmental regulation on economic growth and environmental pollution,the effects of heterogeneity and environmental regulation on economic growth and environmental pollution of the decoupling affect whether there is a synergistic effect;This paper constructs a panel threshold model to investigate the nonlinear effects of heterogeneous environmental regulations on the decoupling of economic growth and environmental pollution.In addition,by introducing a mediating effect model,this paper further explores the transmission mechanism and path of the two kinds of environmental regulations on the decoupling of economic growth and environmental pollution.Finally,this paper analyzes the nonlinear effects and spatial spillover effects of the two types of environmental regulation tools on the decoupling of economic growth and environmental pollution by using the spatial Dupin model.The results show that:(1)Both command-and-control and market incentive environmental regulations significantly promote the decoupling of economic growth and environmental pollution.(2)command-and-control and market incentive environmental regulation have positive synergistic effects on decoupling.Both environmental regulations have significant threshold characteristics.(3)From the influence path of the two kinds of environmental regulations on the decoupling of economic growth and environmental pollution,both of them will affect the decoupling of economic growth and environmental pollution through technological innovation and industrial structure upgrading.(4)The command-and-control environmental regulation has obvious spatial spillover effect on the decoupling of economic growth and environmental pollution;Under the nesting matrix of economic geography,the market incentive environmental regulation has a significant promoting effect on the decoupling of economic growth and environmental pollution in the region and its surrounding areas.The positive synergistic effects of the interaction terms of command-and-control and market incentive environmental regulations on decoupling occur not only in the local region,but also in the surrounding region.According to the above research conclusions,the paper puts forward countermeasures and suggestions to promote the decoupling of economic growth and environmental pollution:Local governments should give full play to the positive role of command-and-control and market incentive environmental regulation tools.The manager should design the environmental policy combination dynamically so that different environmental regulations complement each other.Local governments increased investment in technological innovation and vigorously developed new and high-tech industries.Local governments should strengthen targeted supervision of environmental regulation and implementation.
