Study On Fast-track Evaluation System Of Overseas Oil&Gas Development Projects

Overseas new venture development is the beginning of expansion of overseas oil&gas exploration and production business.It characterizes with huge investment,long term and high risk.Meanwhile,the resource is strongly controlled by the local governments.In order to make the evaluation of overseas new venture project more scientific and accurate and lower the investment risk to the utmost extent,it is extremely significant to establish a set of fast-track evaluation procedure and methodology for evaluation of overseas new venture project.(1)Build filtration workflow of oil fields and gas fields.Establish the fast-track filtration indexes system of overseas new venture development in various resource regions around the world.The philosophy of "Yes or No",really speeds up the decision-making on continuing or terminating the project.That is,if the value doesn’t meet the requirement of the standard determined in this research on new venture project parameter evaluation,the evaluation will come to an end.(2)Based on virtually evaluating and researching of overseas new venture,with the analysis of different oil&gas reservoir and development features,the technical evaluation workflow and parameter system are established,including oil&gas characteristic evaluation parameter,oil&gas reserve evaluation parameter,oil&gas production capacity evaluation parameter,drilling and production engineering evaluation parameter and oil&gas field development plan parameter.Determine parameters to be evaluated,parameters calculation methods and evaluation criteria at various stages.(3)A program named Fast-track Evaluation Software of Overseas Oil&Gas Field Development Projects has been developed.This software could achieve rapid filtration,evaluation and calculation of fluid properties,well deliverability etc.,production dynamic analyses,conceptual development planning,and so on.Apply the software into evaluating of two previous projects to test the feasibility of the software.There is less error between test results and previous evaluation results.
