| The report of the 19 th CPC National Congress pointed out that the social contradictions in China have been transformed into a contradiction between the people's ever-growing needs for a better life and unbalanced development.This is also the resource environment problem brought about by the development model of traditional industrial civilization.Ecological civilization construction will fundamentally resolve these contradictions and problems.Hubei has been a relatively developed economy region since ancient times.The superior economic and geographical location of Hubei Province has been highlighted since 1978.The transportation infrastructure such as railways,highways,aviation,and water transportation has been comprehensively built and upgraded.The industry is widely distributed,such as education,science and technology,economy,and transportation.Hubei has become an important integrated transportation hub in China,an economic center in the central region,and a science and education center.It is one of the regions with rapid economic and social development and the most active development in China.It plays an important role in supporting and leading the coordinated development of China's regional economy.In the process of implementing the sustainable development strategy,the industrial structure of Hubei has been significantly improved,the mode of economic development has begun to change,and sustainable development has made remarkable progress.The pressure on resources and environment is huge,economic and social development lacks the driving force for sustainable development,and the task of achieving ecological civilization is still arduous and long.To fully build an ecological civilization and achieve the goal of sustainable development,Hubei has established a development strategy of “one major,two pairs of multi-polar” and put it into practice in all aspects of economic and social development.General Secretary Xi Jinping has delivered many important speeches,stressing that the development of the Yangtze River Economic Belt must take eco-priority and green development.All economic activities involving the Yangtze River should be based on the premise of not damaging the ecological environment.We will work together to build the Yangtze River Economic Belt into a golden economic belt with more beautiful ecology,smoother traffic,more coordinated economy,more unified market,and more scientific mechanism.As an area dominated by traditional industries,how to make full use of its advantages in late-developing countries to actively carry out ecological civilization construction,correctly handle the relationship between resource development and utilization and environmental protection,adjust and optimize industrial structure,and transform economic development is still the actual problems of Hubei.Based on the combination of qualitative research and quantitative research,comparative research,statistical analysis and literature research,this paper systematically combed the relevant theories of ecological civilization construction,summarized the opportunities and problems of ecological civilization construction in Hubei Province.And then constructed the evaluation index system of ecological civilization in Hubei province based on the "pressure-state-response" model.This paper respectively evaluated the development level of ecological civilization of 13 cities and three urban groups in Hubei Province from the three dimensions of stress,state and response.On this basis,the spatial effect in Hubei Province of urban ecological civilization construction was analyzed.Under the condition of identifying the influence mechanism of the key factors on the construction of ecological civilization,the influencing factors were selected to analyze how they influence the ecological civilization construction in Hubei Province.And the policy suggestions of ecological civilization construction and ecological civilization evaluation system in Hubei Province were put forward.The paper contains eight chapters.Each chapter trying to be able to conduct a reasonable convergence,the specific content includes:The first chapter,Introduction.Based on the background and significance of the research,this paper starts with the relevant literature theory and the important tasks and requirements of ecological civilization construction.This paper summarizes the evaluation index system of sustainable development at home and abroad and the evaluation index system of city ecological civilization construction,and expounds the theoretical basis related to it.Finally,a brief overview of the research ideas,research methods and innovations of this paper were given.The second chapter studies the situation facing the construction of ecological civilization in Hubei Province.This chapter attempts to start with the policy system and the status quo facing the construction of ecological civilization in Hubei Province,and analyzes the key points of ecological civilization construction in Hubei Province.Firstly,this chapter analyzes that the policy system facing the construction of ecological civilization in Hubei Province has an important theoretical basis and policy foundation for Hubei to speed up the construction of ecological civilization and enhance regional ecological civilization construction.Secondly,an analysis of the status quo of the ecological civilization construction in Hubei Province shows that the industrial structure in Hubei Province has not been optimized enough,the resources and energy endowments are insufficient,and the level of technological innovation is not strong.On this basis,the key issues of ecological civilization construction in Hubei Province were analyzed.It was pointed out that Hubei Province should break through the constraints of resources and environment,relieve the pressure of economic and social development,protect ecological resources,build a sound ecological environment,and strengthen policy responses to eradicate stubborn illnesses.It will lay a foundation for the construction and demonstration of the evaluation index system of ecological civilization in Hubei Province.The third chapter is to construct the evaluation index system of ecological civilization in Hubei province based on PSR model.This paper introduces the "pressure-state-response" model to construct the evaluation index system of ecological civilization construction in Hubei province.Firstly,the significance of PSR model applied to the evaluation of ecological civilization is expounded.On this basis,the evaluation framework of ecological civilization construction based on PSR model is constructed.Based on the analysis of the frequency of ecological civilization evaluation index and the selection principle of ecological civilization evaluation index system,30 specific indexes were selected from the three dimensions of pressure,state and response to construct the evaluation index system of ecological civilization in Hubei province.The fourth chapter is about the empirical study on the evaluation of ecological civilization in Hubei province.This chapter evaluates the ecological civilization construction of 13 cities and three cities in Hubei Province from 2006 to 2015 respectively.Firstly,this chapter reviews the existing weight calculation method,and selects the combination of subjective weighting and objective weighting to determine the weight of the index.On this basis,the pressure system,status system,response system and comprehensive results of the 13 cities and the three major urban agglomerations were analyzed,and corresponding recommendations were put forward to improve the current level of ecological civilization construction in Hubei Province.Chapter 5 studies the spatial effects of ecological civilization in Hubei Province.This chapter introduces the method of testing and estimating the spatial dependence of observational data and presents the expressions of the test statistics and the corresponding significance tests of global and local spatial autocorrelation tests.Then,a spatial correlation test was conducted on the level of ecological civilization construction in 17 cities in Hubei Province from 2006 to 2015.The results showed that the overall Moran's I test values of 17 cities in Hubei Province from 2006 to 2015 were significantly positive,indicating the ecological civilization of Hubei Province.There is a significant spatial correlation pattern of positive autocorrelation in the construction.From the law of Moran's I index,it generally shows the trend of increasing first and then decreasing,indicating that the spatial correlation effect of ecological civilization construction in Hubei Province is gradually decreasing,and there is a trend of continuous differentiation.Chapter 6 studies the influencing factors of ecological civilization construction in Hubei.To further study the spatial differences and linkages of the level of ecological civilization construction in Hubei Province,this chapter selects the key indicators for the construction of ecological civilization in Hubei Province: urbanization rate,gross output value of construction industry,per capita GDP,proportion of tertiary industry,and the average output value of industrial enterprises above designated size.And elaborated the impact of key indicators on the construction of ecological civilization in Hubei Province.Then using Matlab software to analyze their impact on the construction of ecological civilization and the degree of time and space and put forward corresponding recommendations.Chapter 7 puts forward the corresponding policy suggestions from the dimensions of promoting the construction of ecological civilization in Hubei province and the cities of Hubei.Chapter 8 summarizes and prospects this paper.The conclusions of this paper are trying to put forward the scientific guidance for the future work of Hubei ecological civilization construction.Also,this chapter points out the shortcomings in this paper and put forward the prospect of future ecological civilization construction.The innovation of the paper is mainly manifested in the following aspects:1.Combining with the status and problems of ecological civilization construction in Hubei Province,the paper analyzed the main breakthroughs of ecological civilization construction in Hubei.On this basis,an evaluation index system for ecological civilization construction in Hubei based on the PSR model was constructed,which will provide reference to Hubei ecological civilization construction assessment and development;2.Using the constructed index system,the static and dynamic analysis of the ecological civilization construction in 13 cities and three major urban agglomerations in Hubei were respectively conducted,and related evaluations were carried out on the specific indicators of each city.And proposed suggestions on the construction of ecological civilization of each city and urban agglomerations;3.Based on the evaluation results,spatial autocorrelation and spatial econometric methods were used to analyze the spatial distribution and influencing factors of urban ecological civilization development in Hubei,and the main factors affecting the construction of ecological civilization in Hubei were pointed out.Finally,the direction for improving the level of ecological civilization construction has pointed out. |
