| The construction of ecological civilization is a millennium plan for the sustainable development of the Chinese nation and an inevitable requirement for building a beautiful China.The evaluation index system of ecological civilization construction is an important tool for evaluating and supervising the results of ecological civilization construction,and is of great significance for promoting the construction of ecological civilization.The leading industries of resource-based provinces are resource-based industries.The contradiction between resource environment and economic development is more prominent.Promoting the construction of ecological civilization and developing green economy are important ways to protect the ecological environment,transform the economic development mode,and realize the green transformation of the industry.However,at present,China has taken resource-based provinces as research objects,and constructed a resource-based province's ecological civilization construction evaluation index system,and relatively few studies to evaluate its ecological civilization construction results.This paper calculates the proportion of mining industry in China's 31 provinces(regions)for five consecutive years,and the proportion of mining industry that exceeds 10% for five consecutive years is defined as a resource-based province.Four typical resource-based provinces are selected.That is,Shanxi,Inner Mongolia,Xinjiang,Guizhou,and the industrial transformation of Tianjin and Qinghai have been carried out as research objects,and the differences between the ecological civilization construction of resource-based provinces and other regions are compared and analyzed.Based on relevant theories and research,combined with the actual situation of resource-based provinces,a total of 18 indicators from the four dimensions of economic development,ecological protection,environmental governance and resource conservation,build a resource-based province ecological civilization construction evaluation index system.Based on the 2008-2017 indicator data of each region,the entropy weighting method is used to determine the weight of each index,and the total score is obtained.Based on the scores,this paper evaluates the results of ecological civilization construction in resource-based provinces,and studies the weak links in various regions and puts forward relevant suggestions.The economic development dimension has the greatest weight and has a great influence on the evaluation results of ecological civilization construction.This paper further studies the relationship between economic development of resource-based provinces and ecological civilization construction,and explores the path of green economy development.Through the above research,the main conclusions are as follows:(1)The Inner Mongolia and Shanxi economic development scores of the mining industry as the pillar industry are higher in the resource-based provinces.(2)Comprehensive scores of ecological civilization construction in resource-based provinces: Inner Mongolia>Guizhou>Shanxi>Xinjiang.(3)The weak links in the construction of ecological civilization in all resource-based provinces are slightly different: Shanxi is environmental governance,Inner Mongolia is resource conservation,Xinjiang is ecological protection and resource conservation,and Guizhou is economic development.(4)The trend of economic development and ecological civilization construction is not completely consistent.The orderly advancement of ecological civilization construction requires coordinated development of the economy and other fields.(5)The development path of green economy in resource-based provinces includes: optimizing economic structure,transforming economic development mode;improving ecological civilization system,improving green economy development mechanism;cultivating ecological values;establishing green development concept;promoting technological innovation and developing green economy. |
