Research On Spatial Difference,Convergence And Influencing Mechanism Of China's Provincial Environmental Efficiency

In recent decades,China's economic development has made a remarkable ‘miracle of growth',but it also brings a series of environmental problems.How to coordinate the development of economy and environment becomes the focus of the academia and governments at all levels.As an effective method of measuring the sustainable development of economy and resource environment,environmental efficiency can comprehensively reflect the actual level of the coordinated development of economy and environment system.To improve the environmental efficiency has become the inevitable requirement of solving the crisis of resources supply and demand and building the intensive economic growth pattern for provinces in China.Therefore,in order to expand and improve the achievement of the existing literature,it is necessary to make research on the spatial differences,convergence and influence mechanism of provincial environmental efficiency in China.The main work is as follows:(1)The changing trends and difference characteristics of provincial environmental efficiency in China were analyzed.The concepts of total factor productivity and environmental efficiency were defined.It systematically constructs the index system of input and output for the evaluation of provincial environmental efficiency.The environmental efficiency measure was analyzed from the perspective of disposability and relaxation.Combining with the radial DEA model,SBM super efficiency model,Malmquist index,coefficient of variation,Theil index and other research methods,from the two dimensions of time and space,the trends and differences of provincial environmental efficiency were discussed in depth,and the contributions of the overall differences of environmental efficiency in three main areas were measured.(2)The convergence type of provincial environmental efficiency was identified.From the micro,meso and macro aspects,this dissertation elaborated the convergence hypothesis of the environmental efficiency.On the basis of comparing the four kinds of methods commonly used to measure the convergence of environmental efficiency and pointing out their limitations,this dissertation introduced the Phillips and Sul model based on the heterogeneity assumption to research the convergence of provincial environmental efficiency and analyzed the relative shift paths of the various types of convergence.At last,the overall difference of environmental efficiency was discussed by applying the nuclear density function.(3)The spatial correlation of provincial economic efficiency and environmental efficiency were examined.Establishing economic geographical spatial weight matrix,the spatial dependence of provincial economic efficiency and environmental efficiency was tested based on global Moran's I and environmental efficiency scatter diagram was analyzed based on the time-space.The non-typical characteristics of local areas were expounded combined with local spatial autocorrelation test.After that,the basis for applying space econometrics was supplied.(4)The influence mechanism of environmental efficiency and the selection of suitable space metrology model were discussed.Based on literature analysis and connotation of environmental efficiency,the influence mechanism of environmental efficiency was elucidated from six points including the level of economic development,industrial structure,the degree of opening up,government intervention,technological progress and environmental protection consciousness.Based on panel data,the spatial error model and spatial lag model were compared for significance,and then significant model was applied to test each factor of environmental efficiency.Then,the influence factors of overall environmental efficiency and the type of club convergence were discussed in depth.(5)The effective strategies to promote the coordinated development of China's economy and environment were put forward.Considering the comprehensiveness of top-level design and the difference of provincial environmental efficiency,based on different contributions of environmental efficiency impact factor,the policy suggestions were given to improve the efficiency of provincial environmental efficiency from seven aspects that include the assessment of political achievements,the mode of governing pollution,the investment of pollution treatment,the structure of foreign investment,industry transfer and the input of technological innovation.
