| Since the industrial Revolution,resource depletion and environmental degradation have become obstacles to the economic development of the contemporary world,and energy consumption and environmental sustainable development have attracted worldwide attention.To this end,countries should strengthen cooperation to jointly manage global environmental issues.As China’s economy has entered the "new normal",the government has put forward high-quality development requirements for the economy.Taking green development as a goal helps to understand the meaning of high-quality development,which is the key to sustainable development.With the increasing awareness of environmental protection,technologies for environmental pollution control have also been constantly innovated,and the development model has gradually changed from resource-intensive to environment-friendly.From the perspective of economy and society,environmental efficiency can effectively measure the coordination between resource environment and social development,and reflect the level of sustainable development.Therefore,scientific evaluation of environmental efficiency and analysis of its spatial difference and convergence are of great significance for seeking ways to improve regional environmental efficiency.In addition,environmental efficiency is affected by many factors,such as population density,degree of openness,and government regulation.Incorporating these factors into the analysis system and deeply exploring the internal influencing mechanism of environmental efficiency will help solve the problem of unbalanced economic and environmental development from the root.This study has the following significance:(1)in terms of theoretical significance,firstly,super efficiency EBM model is adopted to measure environmental efficiency;secondly,stochastic convergence test is carried out;finally,spatial econometric model is used to analyze the influence mechanism,enriching the theoretical system and method system of environmental efficiency research.Factors such as tax policy and fiscal decentralization are added into the indicator system,which makes the research on the influence mechanism of environmental efficiency more perfect.(2)In terms of practical significance,scientific measurement of environmental efficiency is helpful to analyze its spatial distribution and change trend;The analysis of stochastic convergence provides reference for reducing the difference of environmental efficiency between provinces.By incorporating the spatial effect into the analysis framework,the spatial difference of efficiency can be deeply analyzed,and on this basis,its variation trend and causes can be discussed.The research contents several parts as follows:(1)Super efficiency EBM model was adopted to measure the environmental efficiency of 30 provinces in China from 2005 to 201 8.Theil index was used to analyze the degree of differentiation,and then the convergence of regional efficiency was explored based on the panel unit root test,so as to explore the relative change path of environmental efficiency.(2)In the aspect of influence mechanism analysis,industrial structure,urbanization rate and other factors are added into the index system to construct a spatial Dubin model to investigate the internal influence mechanism of environmental efficiency and its direct and spillover effects.The main research conclusions are as follows:(1)the overall environmental efficiency in China shows a gradual convergence pattern from east to west and from coastal to inland,and the efficiency value decreases in a stepped way from east,middle to west.The environmental efficiency varies significantly among different regions and provinces.(2)The thiel index decomposition results show that the difference contribution rate among various regional groups is greater than that within the group,the difference between the four economic regions is relatively significant,and the difference between each region is relatively small,but the trend is gradually expanding.(3)The overall environmental efficiency has stochastic convergence.The efficiency of the provinces in the eastern,western and northeastern regions keeps a relatively stable change path,while the difference between the central provinces tends to expand.(4)The environmental efficiency has obvious agglomeration effect and spillover effect,so the spatial correlation should be considered when analyzing the influencing mechanism.The main contribution of the paper are reflected in the following aspects:(1)Super efficiency EBM model is adopted to calculate environmental efficiency at the national level.Radial and non-radial methods are combined to overcome the restriction of excessively strict conditions of the two models.(2)Use stochastic convergence to judge the stability of environmental efficiency differences and make up for the defect of classical convergence method that focuses on absolute differences in growth rate.(3)Incorporate fiscal decentralization and tax policy indicators into the spatial econometric model to analyze the impact mechanism.The deficiencies of this paper are as follows:(1)data lag,because the obtained data cannot accurately and timely reflect the real situation,objectively speaking,it may cause the results to be biased.(2)The mechanism of action between environmental efficiency and influencing factors is complex,and there are still deficiencies in the analysis only from the macro level.In the future,enterprises can be taken as the object for research and micro-data can be studied from the micro perspective to ensure the accuracy can be improved.(3)The index system needs to be improved.Based on previous studies,this paper summarizes the index system of influencing factors,without taking into account other potential factors such as the actual climate,which affects the accuracy of the results. |
