Research On The Evaluation Of Application Service Quality Of Remote Sensing Satellite

Remote sensing satellite is always related to dual-use technology field.In China,remote sensing satellite has been applied to our production and daily life widely.Remote sensing satellite mainly depends on the public finance investment,and it is for the public welfare purpose.In recent years,government-industry-acdamic-research and the demand of privates on remote sensing satellite application service is increasing,and at the same time,the government investment in the area is also increasing.we should also focus on the quality of service.Through the evaluation of remote sensing satellite service quality,it is helpful to guide the relevant institutions to improve service contents and methods,improve the ability of remote sensing satellite for the economic development of science and technology services.First of all,through in-depth investigation and research,the paper proposed the service system “main subject-content-object-process”analysis model.The paper summaried the service content,object and process of the main object in our country——China resources satellite application center,national satellite ocean center,national satellite meteorogical center and satellite environment application center,and found that the mode of remote sensing satellite application service is”rely mainly on online while take offline as secondary reliance”,and give priority to with public use of institutions and individuals to provide classified data products and services.This paper has summarized five main characteristics:highly professional,public welfare,weak competitiveness,big data and confidentiality.Based on the traditional service quality and electronic service model,this paper proposed the remote sensing satellite application service quality RRUSS analysis model.The five dimensions of the model is respectively:Reliablity,responsivity,usability,supportivity and security.Remote sensing satellite application service quality scale includes 19 indexes,the first four dimensions of four indicators,the last one dimension has 3 indexes.By analysising the structural equation,the paper found that the influence of five dimensions of remote sensing satellite application quality of service as follows: Usability,Reliablity,Responsivity,Supportivity and Security.Further,from the point of the path coefficient of observation variables,the key elements affecting the quality of remote sensing satellite application service mainly includes “Remote sensing satellite data products delivered to the user timely”,”when users meet problems,it can be a assistant”,” Remote sensing satellite application service agencies can timely and accurately understand the needs of the users and make positive response”,”Online service system runs smoothly” and so on.Based on RRUSS analysis model,the paper built the evaluation index system in the empirical research part,and got the index weight by using structural equation model.Finally,the paper calculated the quality score of major service institudes.The study found that the quality score of remote sensing satellite application service institudes are all negative,only the score of national satellite meteorological center close to zero.The quality level of remote sensing satellite is low and quality of users perceived is lower than expected.The score of security dimension are positive,which suggests users are satisfied with this dimension.Finally,The paper put forward some suggestions on improving the quality of remote sensing satellite application service in our country.Based on the research of remote sensing satellite application service quality factors,this paper built remote sensing satellite application service quality evaluation index system.Then the empirical research among China’s four big remote sensing services was carried out.This study found that the service quality score of four remote sensing service institution is relatively low,which shows that China’s four major service quality level of the remote sensing services has a certain gap with the user requirements.And the score of one institution is relatively high,which indicates that with a little effort can reach the level of customer satisfaction.Finally,policy suggestions are propoed to help improve the quality service of remote sensing satellite of China.
