In recent years,urban disaster prevention has become hotspot in the research of urban and rural planning area.As the statutory special plan of the urban master planning,urban comprehensive disaster prevention planning is an important part of the urban master planning.This research is an intersecting studying issue of extension theory and urban comprehensive disaster prevention planning,which offsets the deficiency in the theory and method of urban comprehensive disaster prevention with the advantages of extension theory.This paper constructs the theoretical framework of extension urban comprehensive disaster prevention planning from the research orientation,type division,basic principles and other aspects and put forward the corresponding application method system for the contradiction problem in different types of disaster prevention planning,which provides a theoretical support and method platform for intelligent computer-aided urban comprehensive disaster prevention planning generation strategyThe extension urban comprehensive disaster prevention planning means that in the process of making the plan,the comprehensive disaster prevention planning compilers and decision-makers apply the theory of extenics and its model thinking and logical reasoning,resolve the incompatible problems and the conflict of opposites and put forward innovative ideas and specific of meeting all types of the flood control planning objectives including two respects: meeting the flood control standard and meeting the river basin flood control target.For the whole process of flood
