Study On Supply Decision System For Public Cultural Servicing Facilities Based On Satisfaction Degree

"The National Twelfth Five-Year Guideline of the Cultural Reform Development Planning" has proposed to build a " public cultural service system covering the whole society".A great upsurge of cultural facilities’ building has spread all over the country under the influence of national policy.But reality problems like "mismatch of supply and demand" and "prefer construction to operation" appear constantly,and the phenomenon of ineffective or insufficient supply is common."The National Thirteenth Five-Year Guideline of the Cultural Reform Development Planning" has pointed out that the development should "take the supply front reforming as main line,increase effective supply,meet effective requirement".Under the background of supply-side reforming and the increase of people’s culture demand,issues like optimizing the supply decision of public cultural facility,reducing ineffective supply and increase the effective supply that can match the need of people have become important research topics.The dissertation tries to answer the following questions through the perspective of double-satisfaction on both supply side and demand side: How to ensure that the supply decision of public cultural facility will reflect people’s requirement while the financial investments’ efficiency is guaranteed? How to analysis the supply decision of public cultural facility while the financial indicators like net present value are all invalid? How to operate the public cultural facility constantly while the follow-up funds are deficient? According to the life cycle of the project,planning,construction and operation are all incorperated into the decision-making process.At first,the supply level and efficiency of public cultural facility are analyzed through empirical analysis to study the problems of current cultural facility supply in China.Then the path to achieve double-satisfaction on both supply side and demand side and the sub-goal of overall satisfaction are discussed based on game analysis between multi-parties of public cultural facility.After that,the decision of public cultural facility’s construction and operation are analyzed through 3 sub-goals : coordinating supply,matching supply and consistent supply.Finally,the decision system of public cultural facility is formed and policy suggestions are made.The innovation points of this dissertation are as below:1.The supply decision of public cultural servicing facilities is proposed based on the satisfaction of both supply side and demand side,which follows the trend of supply-side structure reforming.It starts from the supply decision for the supply side’s coordination,matching and continuity,optimizes the public cultural facility’s supply structure,reduces ineffective cultural supply and increases the effective supply,to pursue the development structure for the public cultural facility’s supply and demand matching in the long run.2.An evaluation index system of the public cultural facility’s supply level and regional development level is set up.A coupling coordination model between Chinese public cultural facility and regional development level is built based on the index system.The dynamic coupling evolution of the two systems is described,and the key factors enfluencing regional coordinating supply decision are discussed.3.A multi-attribute matching degree calculation model for supply and requisitioning parties of public cultural facility is built.Meanwhile,a multi-objective optimized decision model that can fulfill the highest supply-demand matching degree and matching theme quantity is set up to maximize the quantity of valid supply.The balanced relationship between the people’s satisfaction on the public cultural facility’s function and the quantity of the optimal matching quantity is researched.4.Later operation is put into the project decision,and the TRIZ theory and principle design method are combined to solve the common imbalance between supply and demand in the operation of Chinese public cultural facility,which can provide a new management thinking for the continuity of the public cultural facility business and a guiding significance for the future scientific decision making of public cultural facilities.
