Study On Supply Problem Of Public Cultural Services Under Prospective Of Supply-side Reform

As an important part of the supply of basic public service in China,public cultural service is of great importance to meet the national spiritual and cultural life and promote the cultural confidence of whole people.However,at present,the level of public cultural service in China is different,the public cultural facilities in some areas are large,but the utilization rate is low.We still have a long way to achieve the purpose of enriching the residents’ spiritual and cultural life.The supply side structural reform proposed by the Central Committee in 2015 is based on adjusting the supply structure,optimizing the supply mode,invigorated the stock of resources,improving the flexibility and adaptability of supply quality and supply structure to the change of residents’ demand so as to realize the optimal allocation of resources.The supply side reform has provided a new direction for improving the supply efficiency and quality of public cultural services in China.Through the in-depth study of the supply side reform,this paper puts forward an analysis framework composed of four elements:the supply system of public cultural service,the supply subject,the supply product and the efficiency of supply,and carries out a horizontal comparison.By analysis public cultural service supply in whole provinces of China,we combine with the authoritative data of the statistical yearbook of cultural relics statistics issued by the Ministry of culture.In order to understand the current situation and existing problems of the supply of public cultural services in China,the path to improve the effective supply of public cultural services in China is put forward from the perspective of supply side.The empirical analysis part analyzes the supply system and supply mode of public cultural service respectively from two aspects,macro and micro level.The supply mode is mainly from three dimensions,namely,the supply body of public cultural services,the efficiency of supply products and supply efficiency.The supply body part,through the government at all levels of public libraries,public museums,mass cultural institutions and other public cultural services organizations and activities to guide the financial allocation and activities to measure the role of the supply of the main role of the supply of the situation.The measurement index of the supply products is two parts of the cultural activities organized by public cultural infrastructure and public cultural service institutions including public library,museum,art exhibition hall,art performance group organization and art performing group stadiums.The measurement index of supply efficiency is two aspects:the amount of public cultural facilities per capita and the participation of public cultural activities.The analysis results show that the public cultural service supply system is not perfect and the assessment mechanism is not perfect,the proportion of public cultural cause is small,the government’s main role in the public cultural service supply is not fully played,the social organizations are not involved in the public cultural service supply,the regional difference of the public cultural service supply is remarkable,and the eastern region is far higher than the middle part.In the western and northeast areas,the supply efficiency of public cultural services is low,the waste of resources is serious.On the one hand,the cultural needs of the residents are not met,on the other hand,the existing cultural facilities are not fully utilized,the public cultural activities are low and the public cultural service is poor in the supply and demand.In order to further improve the quality of the supply of public cultural services in China,this paper,starting from the requirements of the supply side reform,puts forward the four dimensions of supply system,supply subject,supply product and supply mode,respectively:(1)perfecting the legal system related to the supply of public cultural services,providing the decision-making procedure publicly,increasing the two-way evaluation system of the government and the third party institutions;(2)establishing a multi-way system.Level government financial sharing mechanism to implement the supply of public cultural services funds,give full play to the government’s main role in the supply of public cultural services,and introduce competition mechanism,cultivate social groups and voluntary organizations,encourage the diversification of public cultural service providers;(3)integrate public cultural service resources,so that public cultural services are not only free flow among local systems.It can also realize the sharing of resources between regions,thus enriching the variety of the supply of public cultural products and meeting the diverse cultural needs of the people.(4)improving the efficiency of the supply of public cultural services,combining the fixed supply and the flow of supply according to the population density and area of the region,and establishing a " 10-30 minute public service culture circle" to form a modern public in accordance with the local characteristics.
