A Study On The Policy Of Internal And External During The Fifth And The Sixth National Congress Of The Kuomintang

In this paper, the objects of study are previous important meetings of the Kuomintang from the Fifth National Congress of the Kuomintang to the Sixth,they can reflect the change of policy of internal and external during 1935 to 1945. Based on many kinds of documents and materials, the change of policy of internal and external during the Fifth and the Sixth National Congress of the Kuomintang has presented.This paper is divided into six parts.The first part expounds the change of the Kuomintang's policy towards the Communist Party of China. With the progress of China's Anti-Japanese War ,the attitude of the National Government to the Communist Party of China has also experienced a process of change,from hostile to unity with the Communist Party and resistance to Japan,at last,opposit the Communist Party and resistance to Japan.The second part discusses the reforms in political,economic and education in ten years.In politics, the Kuomintang hold the monopoly of the politic power.They reform the Kuomintang and public the Kuomintang's theoretical basis.At the same time,the Kuomintang also strengthen the construction of grass-roots party organizations.The National Government pretended to develop the constitutional democracy.In economic,the direction of the National Government gradually to control economic development,and they make a large number of factories to move inward.In education,the National Government implement education connected with politics policy.The third part explores the attitude change of the National Government to Japanese aggression. Before the Northeast China incident,the National Government took the attitude of tolerance and compromise.After the Xi'an Incident,the National Government resolutely againsted Japanese aggression.The forth part presents the transformation of foreign policy during ten years. At the arly days of the War of Resistance Against Japanese Aggression,the National Government strengthened its ties with the Soviet Union. After the outbreak of the Pacific War,the National Government followed the British and American to seek the ultimate victory.The fifh part analysis the reasons for the change of the internal and external policies of the National Government. The reasons for the change are complex,but the result is inevitable.The sixth part analyses and comments on the National Government's changeful domestic and foreign policy. In early stage, unity with the Communist Party and resistance to Japan can help China to win the final victory. The Kuomintang and the Communist Party have both made development and growth.But the Kuomintang never give up against the Communist Party,it carries the seeds of against.From 1935 to 1945, The Kuomintang held more than ten times Plenary Sessions,the Kuomintang National Congress has the authority of law.So more objective understanding and evaluation of important meerings held by the Kuomintang during the Anti Japanese War can help to understand the relationship between the Kuomintang and the Communist Party,the Sino Japanese during the Anti Japanese War.
