The Fifth National Congress of the Kuomintang is the last National Congress ofthe highest authority before the beginning of the Anti Japanese War. It has a greathistorical significance on policies of the Kuomintang authorities, the preparation ofthe Anti Japanese War, the changing attitude with Communist Party of Chinese andother aspects of the role on the late1930’s. The full text is divided into three parts, thebackground before convening, the preparation and content, the process and theinfluence of Congress will be introduced in detail.Chapter one, the background of The Fifth National Congress of the Kuomintang.Including: The Japan’s deep aggression against China in1930s,which led a deepcrisis to the nation; the reflection and attitude of Britain, America and Soviet Union;the Chinese people’s own awakening to the Japan’s aggression, led a anti-Japanesenational salvation movement.Chapter two, introducing the process of preparation and the important contents ofThe Fifth National Congress. The content of preparation, spread by two exhibitionand process of the Congress. The Kuomintang factions struggled at the meeting,which is a collection of various conflicts and contradictions. The importantresolutions of the Congress can be divided into four items: the research of defense anddiplomacy problems; the research to strengthen the party’s construction; the researchof the people’s livelihood issues; the research of the national assembly and theconstitutional issues.Chapter three, discussing the trend of domestic politics after The Fifth NationalCongress. Including: forces changing within the Kuomingtang; new trends betweenThe Kuomintang and Communist Party after The Fifth National Congress; thediplomatic attitude changes towards Japan by Chiang kai-shek and strengtheningpreparation for war.
