The Fifth Plenary of the Fifth Congress of Kuomintang held from January 21st to 30th in 1939, is a controversial meeting. This paper tries to make a comprehensive description of the Fifth Plenary Session, and to analyze its impact in order to make a more objective and fair assessment. This paper researches the Fifth Plenary Session on the following three aspects:The first section describes the background of the Fifth Plenary Session of Kuomintang. The first point is the shifting of Japan's China policy from fighting to make a quick annihilation of China to the protracted war strategy of supporting war with war and controlling China by Chinese. Thereby, the anti-Japanese war came into a new stage. The second point concerns with the international powers. The Soviet Union provided substantial assistance to China; Britain and the United States still insisted appeasement policy to Sino-Japanese war, but gradually there were some changes. They began moral and economic support to China. The third point involves Wang Jingwei in domestic. Wang Jingwei Group's treason and collaboration has stricken the KMT. The domestic actively denounce the traitors.The second section focuses on the process and main content of the Session. According to the important resolutions adopted at the meeting, the contents of the Fifth Plenary Session are divided into four aspects in this paper: military, political, party, and economy; and the main description lies on the established policy of the War of Resistance Two.The third section analyzes and evaluates the impact of the Fifth Plenary Session. Initially, this paper makes a comprehensive review on the impact of those measures developed in the Session; then, the feature that Chiang Kai-shek tried to strengthen personal dictatorship and autocracy revealed in those measures is placed emphasis; additionally, this paper analyzes the controversy policies towards Japan developed in this Session; finally, this paper analyzes the Fifth Plenary Session of the CPC's policy and its impact on CPC-KMT relation.
