Indeed,as the important leader of our party and country,Ulanhu,in the process of leading the revolution and construction in Inner Mongolia region,formed a distinctive ideological and theoretical system.His ideas on politics,economy,as well as on culture,education and religion are still shining in the revolutionary history of the Chinese communist party,and so far these ideas still guide and affect the construction of the whole Inner Mongolian area and other areas of minority nationalities.Ulanhu' s great system with rich content is not produced accidentally,which is greatly influenced by the historical and cultural background,and is enriched and developed under the nurture of Chinese traditional culture and the guidance of Marxism,as well as in the process of long-term revolutionary practice.It has experienced the periods of childhood problem consciousness,establishing ideological foundation during school days,gradual maturing during the Anti-Japanese War period,the increasing perfection during the Autonomy Movement,the enrichment since the founding of new China and the re-innovation after the Third Plenary Session of the 11th Central Committee.On the political front,Ulanhu keeps faith and carries out the party construction;stays true to the mission and sticks to the innovation and perfects the national legal system;maintains the unification of the motherland.Ulanhu adheres to the leadership of the party,which is regarded as a magic weapon for obtaining victory on revolution and construction in Inner Mongolia,and at the same time,he ensures the correct leadership and unified command of the communist party since the period of democratic revolution,the Anti-Japanese War,the national autonomy movement,and the socialist reform and construction in Inner Mongolia.As a distinguished leader working on ethnic minorities,he insists on ethnic equality,ethnic unity and common prosperity of various nationalities,which laid a strong base for the realization of the regional autonomy of Inner Mongolia,and thus he performs immortal feats for the work relating to ethnic minorities.Under his leadership,has established The Administrative Programme of Inner Mongolia Autonomous Government and The Provisional Outline Inner Mongolia Autonomous Government were formulated,which provides the basic experience for working out the law of regional autonomy system,and he also facilitates the promulgation and implementation of Law of the People's Republic of China on Regional National Autonomy.He always puts the fundamental interests of the Chinese in the first place,and devotes a lifetime energy to safeguard the unity of our country;he leads BaiLing Miao riots,which crushes the monarchy of DE Wang;he dissolves the "independence" in Inner Mongolia,cancels the Provisional Governmen;he founds the Inner Mongolia Federation of autonomous movements and unifies the whole Mongolia areas;he improves the united front work,and expands the mass base.In Ulanhu' s view,the political foundation,economic foundation,and cultural foundation are crucial for consolidating the national unity.The"Three-base Theory" is a significant contribution Ulanhu makes for maintaining the unification of the motherland.On the economic front,Ulanhu,leading the practice of economic construction in Inner Mongolia,gradually forms the economic thoughts,and sets the economic layout of "East Forestry,West Iron;South Agriculture,North Animal Husbandry" for the Inner Mongolia autonomous region,among which agriculture and husbandry are the economic focuses.His attention is paid to the development of Inner Mongolia agriculture(farming).According to the present situation of Inner Mongolia regional economy,he promotes the agricultural reform and brings forward unique measures,including the agricultural reform of "Anti settlement" period,the land reform since The Outline of China's Land Law.He also raises agricultural production measures:promoting the cooperative movement,increasing the area of cultivated land,expanding the advanced agricultural technology and production experience,awarding a land license recognition so as to stimulate the masses' production enthusiasm,and formulating strong support policy.Animal husbandry is the most important part of Ulanhu's economic thought.He puts the development of animal husbandry production as the primary task of the construction of the Inner Mongolia autonomous region,raising the idea that the animal husbandry and other walks of life should support each other.In addition,according to the different characteristics in different periods,he made different reform policies:in the period of democratic revolution he puts forward the policy of "three-no and two-benefit",the policy of"stability,wide-range,long-term " in the period of socialist transformation,the policy of establishing people's communes in the period of socialist construction.These policies effectively promote the new development of animal husbandry in Inner Mongolia.Ulanhu ' s economic ideas,characterized by seeking truth from facts,developing carefully and steadily,people-oriented,considering the overall situation,guids the socialist economic construction before and after the founding of the new China for about twenty years,and exerts great significance both at present and in future.In the aspects of educational and cultural thought and its practice,Ulanhu paid great attention t the national educational and cultural undertakings of Inner Mongolia,with the emphasis being on the cadre training work,laying foundations for Inner Mongolian educational system,paying attention to the literary and art work,developing science and technology and hygiene.On the cadre training,he paid attention to organizing students ' movements and uniting the revolutionary cadres when he was in school;he founded several cadres' schools during the revolutionary time;he took charge of establishing national colleges after the founding of the P.R.C.and also fostered a large number of cadre personnel by founding the institutes of higher education.On the Inner Mongolian educational system,he first made efforts on redeveloping the elementary education,upholding the idea of redeveloping the primary education of Inner Mongolia by initiating primary and middle schools especially the ones in ethnic areas;the institutes of animal husbandry vet of Inner Mongolia and institutes of higher education like Inner Mongolia University and other technological academies he founded or presided over fostered a large number of professional and technical personnel for the cause of construction of the Inner Mongolia Autonomous Region.Paying attention to the profession,stressing on the nationality and highlighting people' s sake is the main feature of Ulanhu's educational thought and its practice.On the booming national culture and art,Ulanhu promoted the development and enrichment of ethnic culture,advocated to develop the Mongolian,promoted the prosperity of ethnic art,directed to found Inner Mongolia Art Troupe,founded Ulan-Pastoral Ride Troupe,originated Beijing Opera Troupe,strengthened the investment of national cultural facilities,set up libraries,cultural centers,audiovisual translation institutes to enrich people' s cultural life.Ulanhu' s thought and practice of the prosperity of national culture has the characteristics of emphasizing openness and inclusiveness,showing people' s sake,pursuing diversity.On the science and technology and hygiene,Ulanhu paid attention to the development of Inner Mongolian scientific and technological development,fostering scientific and technological talents,establishing scientific and technological institutes and promoting the mass ' scientific research during the production and construction.He made great contributions to the development of science and technology undertakings of Inner Mongolia.He emphasized on the development of medical and hygienic enterprise and made great achievements on health and epidemic prevention,the establishment of medical institutes,medical colleges,developing national medicine.In the work of the revitalization of health care and scientific technology,Ulanhu insisted on the CPC's leadership of science and technology,emphasizing on the close integration of science and technology and production practice,the integration of professional scientific and technological work and Public participation in technological revolution and innovation.He also advocated wide collaborative communication among Science and technology workers.On the religion,due to the historic reasons,the Lamaism of Inner Mongolia had influence on many aspects of Inner Mongolian society like the unification of the religion and politics,recession,population decline,the prosperity of religious culture.Considering the concrete features of Lamaism of Inner Mongolia,by a series of effective measures of reforming Lamaism,Ulanhu reasonably solved the negative effects on politics,economy,culture and population reproduction brought by Lamaism of Inner Mongolia.He protects the temple members before and after the founding of the Inner Mongolia autonomous region,during the land reform period he abolishes the religious privileges,his improves the lama and temple economy during the socialist transformation period and he actively implements the religious policy after the reform and opening up.There are mainly three characteristics of Ulanhu ' s religious thought:on the base of mass,history and nationality;in the view of development,sticking to the method of analyzing the specific problems with feasible religious policy;basing on the principle of worship freedom,insisting on the separation of church and state,and abolishing the religious privileges.The characteristics of Ulanhu's thought and practice can be summed up in a few representative words:the scientific attitude of seeking truth from facts,the mass-oriented viewpoint,the innovation consciousness of pioneering and enterprising,and the patriotic national spirit.The purpose of making research on Ulanhu' s thought and its practice at present is to learn and pass the precious spiritual wealth,and further contribute to the development of various undertakings,which can be regarded as the practice of cultral confidence indicated by President Xi Jinping.
