On The Appeal Of Stakeholders And Influence For Historical And Cultural Block

With the development of social economy,cultural heritages are attracting more and more attention from the public and the academic circle.As cultural heritages become new desired resources,the study of cultural heritages is being of great significance.Therefore,this thesis surveyed historical and cultural blocks,figured out the stakeholders by qualitative analysis,adopted social network analyzing method to study the centrality,role and status of stakeholders quantitatively to determine their interest appeals' amount and orientation,and then construct game model to balance different stakeholders' appeals,and by analyzing different stakeholders' appeals,studied their influences on the development of historical and cultural blocks.Mitchell score-based approach was adopted to figure out historical and cultural blocks'stakeholders,which include local residents,community administrative departments,enterprises,the government and tourists.These five stakeholders formed a social network.By calculating absolute and relative centrality,the fact that tourists and residents occupied the central status in this social network can be figured out.Therefore,to realize sustainable development on the basis of protection,the most important are tourists' and residents'interest appeals,while others' should not be neglected.Then the balance of different stakeholders' interest appeals can keep.To study the interrelation of the different stakeholders,the method of structure equivalence is adopted,to quantify their positions and roles.The outcome is:community administrative department and the government belong to the same category and they occupy similar position in this network,while others are relatively independent.With analyzing their interest appeals by the method of factor analysis and figuring out the key points by factor score graph,the fact that the five stakeholders differ evidently in their interest appeals can be found out.Therefore,the game model was constructed to study the interaction between the government and community administrative department,between the government,residents and tourists,between the government,residents and enterprises.The outcome is:the government breaks the promise to maximize profits,which results in the community's revenue reduction,and the community will try to make up for that reduction;the government's policies influence tourists' and residents' choices and vice versa;the more severe the superior government's punishment to the local government's inaction is,the more cost of local government's supervision is and the more probably the enterprises choose"protection";increasing the punishment of "destruction" doesn't influence enterprises'behaviors while increasing the punishment of local government's inaction does restrain enterprises' destruction and make them protect the historical and cultural blocks'environment voluntarily.When studying the influence of stakeholders' interest appeals on the development of historical and cultural blocks,the research approach,hypothetical precondition and variable design are similar to CCSI.Thus,the draft model's single impact factor accords with CCSI's model.However,since the impact factors of the questionnaires are diverse,and their interactions are unknown,weight coefficient of the impact factors is designed,that is,using regression coefficient to show weight of impact factor,based on which,the model to evaluate interest appeals' influence on development is constructed.The outcome is:the enterprises' interest appeals have the greatest influence,then the government,the community and residents similar,while the tourists the smallest,which verifies the above analysis on interest appeals' factor differences,and is also consistent with reality.The value of this paper lies in that it analyzes the historical and cultural blocks'stakeholders from a new perspective,figures out the different degrees of influence of different stakeholders' appealings on the development.These findings about the different degrees of influence can be put in a proper order,which may serve as a reference for the sound development of the historical and cultural blocks when considering the appealings of different stakeholders and deciding which appealing should be given priority.
