The Study On The Model Of Citizen Participation In The Construction Of Our Clean And Honest Government

Citizen participate in the construction of clean and honest government as a way of cooperation between citizen and government to curb corruption, it is not only inner requirement of govern theory, concrete embodiment of value concept of popular sovereignty and customers first, and but also the objective need of strengthen construction of clean and honest government and deeply develop anti-corruption struggle. With the deeping of our anti-corruption struggle and the rising of awareness of citizen participation and capacity of political participation, citizens have been an important nonignored power to supervise and restrict public power and to strengthen construction of clean and honest government and struggle of anti-corruption. Citizen participate in the construction of clean and honest government has a significant meaning that can prevent and punish corruption, protect individual rights and maintain public interests, it also can improve the public trust and legitimacy of government and maintain social fairness and justice. Whether it is a way of cooperation between citizen and government to curb corruption or as a method to promote democracy administration, the key is to construct a suitable participation model and to have a system and program to keep it running.However, the different historical periods due to the objective environment and citizens' subjective factors, the mode of citizen participation in building a clean government, its effects vary widely involved in the clean government.So, this paper does an objective analysis about citizen participation model formed in the construction of our clean and honest government since the founding of new China, sum up the experience and lessons and have a deep analysis about power of model evolution. On this basis, this paper puts forward partnership model that is new citizen participation model in the construction of clear and honest government and make a deep analysis about its necessity, feasibility, and constraint factors. Finally, I propose concrete means to construct new model.This article has six parts, the main contains are as follows:Introduction mainly explain the thesis topics background, summarize and analyze the relative literature done by scholars and abroad, introduce the frame, structure, research methods, innovations and shortcomings of this article.Chapter one provides theory foundation analysis of citizen participation and frame construction of model. First, it defines the core concepts, and analyze theory foundation from the point of politics, public management and constitutional jurisprudence, finally it puts forward study logic and four-dimension analysis framework of citizen participation modelChapter two mainly analyzes history and reality, background of citizen participation model in different historical periods, does an objective analysis about the characteristics and effects of citizen participation model formed in the construction of our clean and honest government since the founding of new China, sum up the experience and lessons and have a deep analysis about power of model evolution.Chapter three bases on the objective needs, wish and requirment of clear and honest government, it puts forward partnership model that is new citizen participation model in the construction of clear and honest government and make a deep analysis about its necessity, feasibility, and constraint factors, then propose major principles to construct new model.Chapter four analyzes and discusses reality restraint factors of partnership model in three aspects: the inertial influence of traditional political culture, the problem of citizens'knowing and difficulties and citizen participation system lag.Chapter five focuses on countermeasures and suggestions. This chapter mainly in view of the front analysis about restrict factors, on the basis of using the experience of western developed countries for reference, combines with the present circumstances China, proposes the concrete means of citizen participation partnership model in the construction of clean and honest government.
