Study On The Cultivation Of Clean Government Of The County Government From The Perspective Of Citizen Participation

As the basis of state power and the bottom of the regime, the county government contacted with the masses of the people directly which will fully heed to the voice of the ma sses, respond to the demands of the masses, and strive for the support of the masses widely, but also easy to breed corruption. Doing a solid job of basic level government’s anti-corruption work is the key to the cul tivation of clean government of our country.This paper illustratesthe related theory about building a clean govern ment, shows the importance of public participation in the government to b uild a clean government; Then put Y county as a typical case, from the p erspective of public’s participation,researching problems of Ycounty go vernment in building a clean government, such as: the education of hone st and Clean Government Construction Co., the channel to construction of legal system of public’s participation is not smooth, the enthusiasm of public’s participation in supervising clean and honest administration is n ot high, the rate of public’s participation in evaluating the honest govern ment performance is low, so analysis the causesof theproblem, namely:th e traditional political culture hindered, public participation system is not perfect, the public supervision mechanism is not sound, the performanceevaluation system is not perfect and so on;finally put forward that the spe cific countermeasures of building an honest and clean county government from the perspective of public’s participation: strengthen the culture a nd education, strengthen the consciousness of public participation; prom ote honest construction of legal system, implement public participation ri ghts; improve the integrity and participation mechanism, ensure the orderl y public participation; Improve the system of performance evaluation, inc rease the evaluation weights of public participation.
