As a concept summarizing the political system of the special economic zone,the executive-led system has become the consensus of the academic and official concern.After the return of Hong Kong,the executive-led system has weakened,and the government of the Hong Kong special administrative region has encountered many difficulties in its governance,which has become an inevitable problem for Hong Kong researchers.This study aims to answer the reasons for the weakening of the executive-led system in the Hong Kong.After the establishment of the Hong Kong,on the basis of inheriting and reforming the absolute executive-led system of the British colonists,the central government constructed the current relative executive-led system of the Hong Kong.The government headed by the chief executive is the core of Hong Kong's political development and social functioning.The legislative council of the Hong Kong government was born out of the legislative council during the British rule of Hong Kong.The legislative council and the election and political party activities around the members,the original isolated and excluded class through various channels into the political power stage.The political system is open and participatory compared with the absolute one.And over the host of the chief executive administrative agencies,in three of the legislative,judicial and administrative power in the relative dominant position,but the essence of the legislative council to the chief executive with checks and balances,and because of the existence of elections and political parties,the various social strata are increasingly involved in the distribution of power,be a social basis of the political system running.Due to historical reasons,the characteristics of complex,diversified and dispersed between and within the strataof the SAR government have exerted a huge impact on the administration-led system of the SAR government."Administrative absorption politics",as a concept describing the colonial political society ruled by British colonists,has been widely used in academic circles since its emergence.In time,the rulers absorbed the business elites outside the system of government,especially in the Chinese society,into the political system of the colonial government.Thus,it achieved the integration of elites,and at the same time,it gained political authority and legitimacy to a certain extent,and was recognized by the colonial people to a certain extent.During the British colonial rule,the governor of Hong Kong was subject to no checks and balances from the legislature except the British government and the king.The governor is something of a dictator,wielding executive,legislative,judicial and military power.At this time,the executive leadership was very strong,and the official institutions with legislative functions were subordinate to the governor and the executive institutions.This is an absolutely executive-led system.The characteristics of its political system can be summarized as closed and advisory.Today's Hong Kong is developed from yesterday's colony.Only by understanding the past colony of Hong Kong,can we better understand today's Hong Kong.Following this idea and combining text analysis and historical research path,the author explains the weakening of the executive-led system from two aspects.The first level focuses on the evolution of Hong Kong's executive-led system.Hong Kong's executive-led system has undergone essential changes,and the checks and balances of the legislative council on the executive organs are the manifestations of essential changes.The second level focuses on the impact of class conflict on the executive-led system.The political system is open and participatory.The introduction of the election system of chief executive and legislative council not only provides an institutionalized channel for all social strata to step into the power center,but also provides a space for the game and conflict within and among social strata to impact the executive-led system.
