A Study On The Risk Prevention And Control In Building Clean Local Governments

Anti-corruption is an important task of the Party and the country. Report of the18th National Congress of the Communist Party of China shows that it is compulsory "to fight against corruption, and to maintain the political characters of clean and honest Communists." Whether it is practical development or theoretical exploration, both have its vital significance in fighting against corruption.This study is based on the cultivation of clean governments in China from the perspective of risk management theory, analyzed the practice of China's risk prevention and control, and discussed how to prevent and control corruption risks effectively under the current administrative ecology in our country. On the technical route, this research follows the route of the "concept definition-theoretical analysis-empirical study strategy construction. In terms of the logic of this research, it is from the general theoretical analysis to the particular case study before deducing a general conclusion. In the selection of cases, this research chose the prefecture-level administrative unit as the research sample, which is representative in its general practice and experience and has high reference value. On the main body structure analysis, this research not only focuses on the practice aspect of how to prevent and control corruption risks, but also illustrates in the two layers of the formation of administrative ecology and the construction of legal system, hence forming the three-tier analysis structure of "ecology-system-practice". Specific research process will be displayed according to the following ideas:The introductory part illustrates the reasons and research significance of the topic, conducts a comprehensive review of both domestic and foreign related researches, puts forward the topic and research angles and also explains the difficult point, major point and innovation point.The first chapter mainly introduces the basic theory of risk management, and makes a detailed review from the background, basic content and method of risk management theory to lay a theoretical foundation for the analysis of the full text.The second chapter makes an overall illustration of the prevention and control of the corruption risks, elaborates the rationale in theory, policy and practice, defines the core concepts of clean government, risks in clean government as well as prevention and control system, presents the risk types, subjects and objects, functions and also states the present situations of risk prevention and control in Chinese local governments. The third chapter conducts the empirical research of the prevention and control of the corruption risk of D city of A province. The research starts with its basic situation and background of corruption risk prevention and control, makes a detailed analysis of its specific procedure, and evaluates its practice in the corruption risk prevention and control system, and finally summarizes the concrete results of D city's corruption risk prevention and control.The fourth chapter analyses the causes of the serious situation the government faces during the implementing process of corruption prevention work.Final chapter puts forward some solutions to improve local governments'corruption prevention and control work on the basis of the above theoretical analysis and empirical research, mainly in the aspects of building excellent administrative ecology, constructing intact law systems and reforming anti-corruption mechanism.
