Discussion On The Development Of An Honest And Clean Government Of Chinese Local Government

This article discuss on the construction of an honest and clean government at present situation. How to construct honest government and punish corruption has became a hot topic for a quite long time. This topic also been discussed in article. Based on the construction of clean and honest governing system in local government, this article combines the features of Xuhui district of Shanghai and gives further discussion on how to strengthen the construction of clean and honest government. Hopefully, this article may offer some reference to other districts work.This article is consists of four parts.Part I: Introduction. This chapter probes into the meaning and characteristic of clean and honest governing system. The system, which means a combination of a series of relating, commutative procession and promoting laws and regulations, measurements that formed by local government during long term party discipline and anti-corruption work and practice. This system itself has its characteristic such as maneuverable, self-correctable and transplantable.This chapter also makes study and analysis to the theories on clean and honest governing that brought out by four generations party leaders in order to find out the sequence of ideas. It also gives a general analysis to the situation of our country's clean and honest governing. In addition to that, Chapter I classifies and compares the situation in other countries and regions as reference. At the end of this chapter mentioned the purpose of title selection of the thesis and method of writing.Part II: Reviews on Socialism China's history of Clean and Honest Governing. This chapter gives brief introduction to different period of Socialism China's history such as period of planning economy, market economy after opening and reform, post WTO.Part III: Situation of Xuhui District's Clean and Honest Governing System .Corresponding to the different period of China's history, this chapter studies on the specialties of Xuhui district's of clean and honest governing system. It lists certain measurements and regulations of different period. After analyzing and concluding the effect and the existing problems of this system, this chapter gives the direction of future development.Part IV: Conclusion. According to the current situation and reality, this chapter mentions the local government should focus on five aspects of construction of clean and honest government such as education system, supervising system, economic system, elevating of supervising official's personal ability and further strengthening on culture construction of clean and honest governing. It mentions we should use consummate system and effective measurements to improve the clean and honest governing system and to strengthen the clean of honest consciousness of government officials.
