Reform And Improve Democracy Within The Party Electoral System

The inner-Party electoral system is an important part of the inner-party de-mocracy. The effect of the inner-Party electoral system determines the scienti-ficity of the inner-Party electoral system, concerns the development of the inner-party democracy, and affects the course of the people's democratic history. So the inner-Party electoral system is meaningful. The Communist Party of China have been studying the electoral system for a long time, we have made progress but remained some questions. Since the objective about reforming and impro-ving the inner-Party electoral system that was put forward in the Thirteenth Party Congress, the inner-Party electoral system entered a new faster develop-ment period. In order to advance the inner-party democracy and build the so-cialist democracy, the seventeenth Party Congress and the Fourth Plenum of the 17th CPC put forward the goal of reforming and improving the inner-Party electoral system more than once.Based on the theory about reforming and improving the inner-Party electo-ral system proposed by the experts, using the Marxist standpoint, perspective and method, my thesis analyses the problems, summarizes the practical experi-ence, proposes the conception that further reforming and improving the inner-Party electoral system.My thesis includes three parts. Part one discusses the theory about the in-ner-Party electoral system briefly, including the basic connotation, the basic principles and the fundamental theory. Moreover, the basic principles is the theoretical basis of analyzing the problems existing in the inner-Party electoral system, while they are also the theoretical basis of putting forward the goal of reforming and improving the electoral system.Part Two analyses the practical experience gained from reforming and im-proving the electoral system, summarizes the achievements, points out the problems existing in the electoral system. Meanwhile my thesis analyses the historical and realistic reasons for the existing problems deeply.Part Three gives some constructive suggestions on how to reform and im-prove the electoral system, including improving the way to selecting candi-dates, perfecting the competitive election, extending the scope of direct elec-ting, exploring the electoral system, setting up and improving the supervision mechanism and other relevant systems.
