Research On Deng Xiaoping's Thought Of Democratic Centralism

Democratic centralism is the fundamental organization of the Communist Party of China(CPC)and leadership system.It is a scientific summary of CPC's history success and failure in its own democratic centralism building,at the same time,it is also the inheritance and development of democratic centralism thought of Marx,Engels and Lenin.Ninety years of the CPC democratic centralism building history tells us:The quality of implementing democratic centralism decides the fate of the party and the country's future.It has been proven that the leadership of the CPC and the Party's cause will develop more smoothly when democratic centralism was well practiced;when democratic centralism was weakening and destructed,and the party leadership of the CPC cause would be at a low ebb,suffering serious setbacks.Therefore,the CPC has always attached great importance to the construction of democratic centralism.Scientific theory must be continually clarified developed to keep up with the change of reality.Deng Xiaoping's thought on democratic centralism was gradually formed and developed against the background of peace and development being the theme of this new era,based on great practice in the new reform and opening up and modernization,in-depth summary of the Communist international movement,CPC's history success and failure in democratic centralism.From the Revolution to the socialist transformation period,Deng Xiaoping actively supported Mao Zedong 's correct position,actively practice democratic centralism,which initiated Deng Xiaoping's thought on democratic centralism.From the period of socialism transformation to the Third Plenary Session of Eleventh Central Committee,the main leaders of the CPC breached democratic centralism,turning to patriarchal practice,personal dictatorship,the party and the country brought into the "Cultural Revolution"tragedy.Deng was exiled to Xinjian County of Nanchang,Jiangxi Province to work in a tractor factory.He did not give up but gave a deep reflection on past mistakes as well as the practice of the "Cultural Revolution".It is this reflection that fostered Deng Xiaoping's democratic centralism thought.After the Third Plenary Session,the second generation of collective leadership with Deng Xiaoping as the core was established.Faced with the chaos of " Cultural Revolution",Deng Xiaoping put forward that we must resolutely fight against factionalism,restore and improve democratic centralism,strengthen the party's organization and discipline,objectively evaluate a series of specific proposals,such as Mao Zedong and Mao Zedong Thought.Deng Xiaoping's thinking of democratic centralism gradually was formed during chaos correcting.From 1982 to the 12th Party Congress to 1992 when his famous Southern talk was delivered,Deng Xiaoping proposed,under the socialist market economy,reform was still necessary to strengthen the Party's leadership system and the construction of democratic centralism,which further enriched and developed the democracy centralism.Under the new historical conditions,Deng Xiaoping's idea of democratic centralism has proclaimed a series of view points that are practical,up-to-date,open,and far-sighted.First,Deng Xiaoping raised democratic centralism to national fundamental state institution.Deng emphasized that democratic centralism is the fundamental organizational principle of the party and the state,dealing with the fundamental principle and system of relations inside the Party,and it is the concrete application of the mass line in party life.Secondly,Deng Xiaoping identified democracy of capitalism,and gave a comprehensive scientific exposition of the dialectical relationship between democracy and centralism.Deng Xiaoping pointed out that democratic centralism and democracy under centralized guidance should be combined with democracy.The word "combination" tells the dialectical relationship between democracy and centralism.Deng stressed that democratic centralism in the process of implementation must follow the six basic principles of the "four obedience" principle as well as the election principles.Third,to deal with the problems caused by past weak practice of democratic centralism,Deng Xiaoping proposed the institutionalization and the legalization of democratic centralism,and the approach to the goal.He also stressed the standardization of democratic centralism,and stronger supervision on Party.Fourth,to correct the problems of past weak power and slack organization of central leadership,Deng Xiaoping stressed that "the central authority should have powerful leadership."He pointed out that "to have a central authority",we must firmly maintain the central authority must consciously maintain a core,win people's trust,achieve practical performance.This paper attempts to analyze Deng Xiaoping Thought on democratic centralism by adopting construction functionalism method,research from the aspect of cognition-interpretation,belief-value,strategy-measure.Deng Xiaoping's idea on democratic centralism is the enrichment and development of democratic centralism in the new era.It is valuable to realize the combination of democracy and centralization,to safeguard people's civil rights through the development and improvement of institutional system of democratic centralism.Deng Xiaoping's thought is the restoration of democratic centralism,the expansion and improvement of democratic centralism under the new historical conditions.More serious challenges are facing the ruling party as time moves forwards.Deng Xiaoping's thought of democratic centralism has important implications for the further enrichment and development of democratic centralism.
