Research On China’s East Asia Strategy Under The Dualistic Order Structure

For China, whether peaceful rise or to realize the Chinese dream of great Chinese nation rejuvenation,it requires China to become the leading power in East Asia,a correct and feasible East Asia strategy will contribute to achieving this goal. While East Asia has maintained a state of peace since the end of the Cold War, but with the upgrading of China’s economic strength and international influence,international order in the region compared to typical unipolar order immediately after the Cold War apparently occurred great changes. It is very important to China to develop the right strategy in East Asia that to research on the nature, characteristics, causes and trends in the evolution of the international order in the region.Regional Order is a predictable and relatively stable state that based on a particular historical period and a specific geographic scope, specific rules, the distribution of power and interests of the major international actors. There have been several forms of regional order in the history of East Asia,such as tributary order,treaties order,atypical bipolar order,etc. Western classical theory of international relations and innovative theory based on history are provide tools to observe and understand the East Asian order. In this paper, the analysis of the nature and characteristics of the East Asian regional order will not rigidly adhere to a particular theoretical paradigm, instead of using the scientific method, observable phenomena and operable falsifiable hypothesis to explain the phenomenon to be explained, overall we will adhere to the ontological materialism, positivism and epistemology doctrine system paradigm. International order and regional order are determined by the international structure which decided by the balance of power. After the Cold War, East Asian order is an American superpower unipolar order, but not a typical unipolar order, but a dualistic order which security center and economic center are separate. This dualistic order performance of military security in East Asia in the field of American dominance, China in East Asia economic and trade fields in a dominant position, but the Sino-US dominance in their respective fields and asymmetry.The formation of the dualistic order in East Asia is the result of the implementation of specific policies in China, the United States and other countries in East Asia,and the interaction between countries under the guidance of their policies promoted the evolution of regional order. China’s strategy of “keep a low profile” and the “containment and engagement” strategy of the United States make the separation of the security center and economic center in East Asia. The strategy of relying on China for butter and on America for guns which could be called the “hedge the bets” policy of part of the East Asian countries is strengthening the dualization trend of the regional order. At the same time, the internal contradiction and tension of the strategies will also lead to instability in order, so as to promote the development of regional order evolution. Evolution of the dualistic order of East Asian mainly has the following three trends: First,the dualistic order of East Asian in the short term will strengthen. Secondly,the dominant position of Chinese and the United States become more balanced. Third,the international structure in East Asia will be polarization.China’s East Asia strategy is the sum of a series of foreign policy making in the long period, the overall based on the objective analysis of the international structure and international order in East Asia. After the founding of the People’s Republic of China for a long time, China did not deal with the relationship between East Asian countries from the perspective of regional strategy. After the end of the cold war, the participation and promotion of regional economic cooperation and regional economic integration can be regarded as the beginning of China’s regional strategy in East Asia. The establishment and implementation of any strategy can not be separated from the three elements of the environment, objectives and means, and the relationship between the grasp and processing. The formulation and implementation of foreign strategy should take the national interest as the starting point and the final destination, and the strategic goal is the concrete manifestation of the national interest. To seek reasonable national interests and make feasible strategic goals, we must correctly balance the relationship between apacity and demand. From the content of the national interests, China’s strategic objectives of East Asia can be divided into three components, security objectives, welfare goals and prestige goals. At the same time, China’s East Asia strategy should follow the basic principles include: the means and objectives of the coordination principle, open principle and the principle of difference.Because of the characteristic of dualization of the East Asian order, the implementation of China’s East Asian strategy is divided into two parts, the economic and trade area and the security field. Whether to maintain the primary influence in the East Asian economic field and to consolidate the leading position is the fundamental condition for the success of the East Asian strategy to shape regional order. To achieve this goals, we must adhere to free trade, expand the opening up, we must actively promote regional economic cooperation, must benefit the economic development of neighboring countries. China has become a regional economic center in East Asia, in order to play a more important role in the future regional order, it must play a greater role in regional security affairs. The main obstacle for China to play a greater role in the security order of East Asia is not strength, but concerns and preparedness of China’s strength rapid growth and the way to use the strength in the future by the neighboring countries and the United States. China’s East Asia security strategy under the Dualistic order structure should include the following parts: properly resolving with the neighboring countries of the territorial sovereignty and maritime rights disputes and establishing mutual trust in security affairs, coordinating strategic security relationship with the United States in East Asia, promoting regional security cooperation and provide public safety products.China’s East Asia strategy for itself is related to the nation rejuvenation can be achieved, and to the world is to test whether China can break the rule of power must be hegemony as well as truly achieve the peaceful rise. The rapid growth of the strength just China greater influence on the basic conditions, to truly rise as a dominant power is a key to the common aspiration of the people.
