A Study On The Objective Of Russia's Alliance

Compared with the history,the basic motivation of the contemporary Russian foreign alliance has not changed fundamentally,and the influence factors have changed greatly.To some extent location advantage still exists.The importance of contemporary Russian league politics in the national security strategy has declined,and the importance of other security measures has increased.Under the premise of the goal of the Russian foreign alliance inheriting the traditional basic direction,its intention is enlarged.This paper attempts to establish the system structure of the goal of Russia's foreign alliance by analyzing the role and influence of the above variables and their interactions.And evaluate the degree of realization of the goal of Russia's foreign alliance with the balance of the two dimensions of Russia's external target-power balance and partial expansion-as the main criterion,supplemented by the validity index of other variables.And to study and analyze the objectives of contemporary Russian foreign alliance with the above system structure.Except for the introduction and conclusion,the main body of the paper is divided into five chapters.The first chapter analyzes the basic motivations of Russia's foreign alliance,the second chapter analyzed the influencing factors,and the third chapter analyzed the regional advantages.The first three chapters construct the structure of Russia's foreign alliance goal.Chapter IV evaluates the Russia's foreign alliance goal.Chapter V explains the objective of contemporary foreign alliance of Russia.The research ideas and basic contents of each chapter are as follows:The first chapter analyzes the basic motivations of Russia's foreign alliance.Geographical insecurity is the general situation and characteristics of the Russia's geopolitical environment,and it is the main security problem that Russia needs to deal with and solve.The alliance,as an important means of Russia's response to and resolving national security issues,is also aimed at coping with and settle the geopolitical insecurity.Therefore,geopolitical insecurity has become the basic motive of Russia's foreign alliance,and has determined the basic direction of Russia's foreign alliance.Russian geopolitical insecurity consists of two levels: territorial openness and territorial land power.Territorial openness has become the basic motive of the external expansion of Russia's foreign alliance target.Territorial land power has become the basic motive of Russia 's foreign alliance goal at the level of power competition.Continental openness contains two meanings: one is that lacking of precipitous position geographically,Russia is easily to be attacked externally.The other is thatRussia's not integrating with neighboring nations and states leads to a competitive status in terms of religious and cultures.Territory openness causes Russia's security policy towards territory expansion as its defensive method,a factor which contributes Russia's goal of allying with other states.The nature of continental power means there is an intense security competition between Russia,a main land power and the others within the same power system.Land powers are likely to be attacked by one and another because of the adjacent geographic position.For fearing of the other neighbor powers' attacking ability and purpose,land powers are struggling to give power as its reliable guarantee to main the state's security.The nature of continental power causes Russia's security policy towards power competition within the land power system,another factor which contributes Russia's goal of allying with other states.The second chapter analyzes the influencing factors of Russia's foreign alliance objectives.The influence factors includes the structure of power and ideology.Power structure refers to the formation of the architecture by sorting the strength of world great countries.In the power structure,Russia is in a weak power position(The non-primary power).Based on the architecture theory of Waltz,weak countries of the system tend to be combined with each other to restrict those countries which have the power advantage,balance the power advantage,and restore the balance structure.As a result,the power structure leads the power competition direction of the Russia's foreign alliances goals to be related with checks and balances,this situation reflects the tendency to maintain the balance.In addition,for Mear-sheimer's perspective,a country which is in a relatively weak power is less to attack a country which is more powerful,it is more inclined to protect existing balance against more powerful opponent's damage.consequently,the power structure restricts the power foreign expansion direction of the Russia's foreign alliances goals to avoid checks and balances of the system caused by excessive expansion.The power structure have restriction effect on power competition and foreign expansion of the Russia's foreign alliances goals,and make it into a power balance and regional expansion.Revolution ideology tends to transform the international order by the principle of ideals and justice,introduces it to other countries in the form of revolutionary export,and have an incentive influence on power competition and foreign expansion of the Russia's foreign alliances goals.The factor of power structure derive from the pressure of system structure,it influence the basic exist and security of weak state,belongs to the level of nation radical benefit;the factor of ideology derive from the unit internal instructure,it influence the external power and influence,belongs to the level of nation vital benefit.For the importance of national security,the former has fundamental,taking precedence;thelatter has not fundamental,taking a back seat.The factor of power structure restrict the factor of ideology.with the corresponding,the goal of checks of balance also restrict external expanding.The third chapter analysis the regional advantage of Allied goal.Regional advantage is the geography resource of the Allied goal of Russia.Geography resource is the advantage of geography location,includes three aspect:the advantage of defensive depth?buffer advantage and boundary advantage.The advantage of defensive depth is the defensive advantage for the territory of Russia.The advantage of defensive depth of Russia can remedy the defense weakness for shortage of natural obstacles.Buffer advantage is relief area between Russia and other states.Relief area is made up of weak nations,in favor of the Russion'expansion.Boundary advantage is the Russion located the boundary of Eurpean,it makes Russion have flexibility in selecting allies.Defensive advantages is in favor of the orientation of power balance of the Russion's alignment.By means of balancing the advantage of power,maintaining the balance of international system.Buffer advantage is in favor of expansioning direction of the Russion's target of alignment,changing the camp of alignment flexibly,alignning with the weak state,counterbalancing the advantage state.The chapter 4 is aimed at Russia's foreign alliance's objectives' assessment and classification.It analyses from two aspects of Russia's foreign alliances objectives-Power Balance and the balance view of Local Expansion,supplemented by whether the geographical advantage of use is reasonable and effective.In this analytical framework,the chapter will evaluate and classify realization degree on Russia's foreign alliance'sobjectives.In the System and Power Structure which formed in the Great Power's strength ranking,Russia is in a position which is not the most powerful but weakness power.According to Kenneth Waltz's System-Structure Theory,Weakness countries should adopt alliance and counterbalance actions,balance the power advantage of potential hegemony countries and protect the Balance of Power to ensure the safety of their own.Therefore,the Balance of power has a significant meaning for Russia's national security and the foreign expansion is closely related to the increase and decrease of national power.Maintaining national security is in preference to expanding external power,for sovereign countries,the former is priority and the later on the sidetrack.The balance of foreign alliance's objectives is when Russia in implementing foreign alliance,it should give priority to the objectives of the Balance of Power;And try the best to avoid the local expansion objectives taking a devastating effect on the power balances objectives.According to the implementation effect,Russia's foreignalliance objectives are divided into two basic types: Balance Mode and Imbalance Mode.The Balance mode has a better effect and the Imbalance Mode is poorer.The fifth chapter analyzes the basic motivation,influencing factors and the evolution of the regional advantage of the contemporary Russian's alliance goals,and the influence of the above variables.From the perspective of contemporary Russia's geopolitical security situation,characteristics and structure of international system geographic features,it examines the coping strategies for the Russian geopolitical insecurity problems and discuss the weakening of foreign alliances' target and the expansion of the Russian political alliances.After the disintegration of the Soviet Union,Russia's traditional geopolitical insecurity has not been fundamentally improved,the territorial openness and land power still exist,and added a new non-traditional security issues.The basic motivation of the alliance has not changed substantially.After the disintegration of the Soviet Union,the structure of the two poles disappeared and the structure of the international system changed greatly.The United States became the only superpower in the world.At the same time,Russia's geographical advantage has been weakened,although Russia still retains the basic characteristics.Due to the sudden change of the power structure and the reduction of regional advantages,the goal of power counterbalancing of Russia's alliance has been weakened in practice.There has been a shrink in the scope and extent of external expansion.It expands its influence mainly through the exchange of interests.In the field of Russian national security strategy,the status of alliance politics has declined,and the importance of internal power transfer and voluntary cooperation has increased.On the practical level,the operation range of the alliance is more than that of the cold war,but the goal of the alliance is similar to that of the historical tradition,including the two basic directions that countering external power and enhancing the impact on the surrounding..On the ideological level,the contemporary Russian social's trend of thought has carried on the positive discussion and reconstruction on the the Russian foreign alliance goal connotation.The connotation of the contemporary Russian alliances' goals finally is enriched with the concept of the Eurasian Union,to achieve the goal of alliance,to deal with non-traditional security threats and so on.
