The study topic of this article comes from a combination of confusion caused by the realistic and historical problem.On the one hand,China actively build strategic docking relationship with a number of important countries,since the initiative of "One Belt One Road"was proposed.At the same time,as the rise of great power,China's sea power business is also booming,So that,in a complex international environment,will China's external docking behavior play a role in promoting the development of sea power or is it hindering?On the other hand,in the 19th century to the Second World War period,why the United States and Germany as a rising power both developed the sea power,and such acts are both challenged Britain's maritime supremacy,in the end,the American victory,but the Germany was failed?Based on the confusion mentioned above,and combined with the current events,we use a new point of view,from the strategic docking perspective to research the sea power.Thus,the core issue of this article is to research:How the strategic docking built by nations affect the result of rising nation's sea power development?And put forward the core hypothesis of this article:The different strategic docking choice will affect the result of rising nation's sea power development through the capability of systemic energy transmission.The core view of this paper is that the two countries that establish strategic docking as subsystems under the international system will have an impact on the development of a specific area within one country under the Capability of Systemic Energy Transmission.In order to demonstrate this point of view and to verify the hypothesis,this paper uses the interpretation method,the model analysis method and the case method.The basic idea of this paper is the relationship between the national strategy docking established as a "subsystem"under the international system,it also has the properties and functions of the system.The subsystem consists of the two countries constituted,but really play a catalytic role is the various development fields of intra-State.In this paper,the state is defined as the first unit,and the field of domestic development is defined as the secondary unit.The focus of this research is the relationship between the subsystem with the secondary unit.Therefore,this paper proposes an important concept,namely "Capability of Systemic Energy Transmission",which is an important link that connected the subsystem to secondary units,it is an important mechanism for the transfer and transmission of energy in the system,it play a role needs to relying supply and demand balance,strategic docking mode,strategy docking country and strategic docking areas.With this mechanism,it is possible to interpret how the subsystem influence the development of secondary units,and provide explanatory power for the impact of strategic docking on sea power.Next,this article use the method of cases verification,using the two cases of US and German's sea power development that one is positive and the other is negative to test hypotheses.In order to have unity of both cases,the time was controlled in half-century period from 1890 to 1945.After use two historical cases to finish verification,this article refine and sublimate the basic conclusions of the case verification theoretically by system theory,and then come to four conclusions:Firstly,the establishment and maintenance of strategic docking basic principles is the supply and demand balance of bilateral relations.Secondly,the impact of strategy docking on the sea power depending on the selected of strategic docking mode,strategic docking country and strategic docking areas.Thirdly,the capability of systemic energy transmission is a key mechanism of strategic docking across level transfer energy affect the sea power development.Fourthly,there is a bilateral construction relationship between Inter-State system and development areas within countries.According to the above four conclusions,the policy recommendations of this article is:Firstly,we must carefully weigh the level of national strategic needs and the capacity of strategic supply,avoid a"supply and demand imbalance" situation when China building strategic docking.Second,we should focus on the needs of national sea power fields development,chose carefully to strategic docking mode,strategic docking country and strategic docking areas when China building strategic docking.Finally,the nation should be established direct strategy docking in the sea power field,if the docking in other areas,we should also be through the rational planning and adjustment to make the strategic docking in the non-sea power field can play a positive role in complement sea power.Ultimately,we should implement the mutual promotion and coordinated development between strategic docking and sea power field.
