In recent years,the design level of Chinese government websites has improved enormously,accomplishing technical innovations such as unified website style,information sharing,joint full-text search,unified content management,dynamic content management,and substation independent storage.However,the following problems still remain to be solved: There are serious waste of resources,low degree of data sharing,and imbalanced regional development.Also the phenomenon of fragmentation exists in many areas,as well as the difficiency of inter-departmental coordination and cooperation.The lack of unified planning,unified technology,and unified construction is universal,and the level of information disclosure and sharing is quite low.The existing websites attach more importance to hardware while ignoring software,resulting in flashy projects without substancethat shift away from the government's core mission and business.Most websites only publish information,but provide insufficient service in administrative licensing and public participation.There are no rigid standards in the software systems,and e-government standards also need to be improved.The horizontal integarations across same-level departments,and the vertical integrations across different-level departments are both highly needed.Moreover,more importance should be attached to safety management,internal audit,and maintenance.In this thesis,an e-government website group solution based on cloud computing mode is proposed to solve all the problems mentioned above.Because the main website and sub-websites of a website group have similar functions and business processes,this solution is based on the following procedure: First,the functions of e-government are modularized.That is,according to each e-government website's functional characteristics,and the characteristics of cloud computing,they are decomposed into similar functional modules and classified as corresponding module types.Second,the functional modules of a specified business are constructed and deployed on proper cloud computing platforms.Third,the different modules are integrated into a complete government business process.Relevant technologies are also discussed and researched in depth in this thesis.The innovations of this thesis are listed below:1.Cloud based e-government management website groups are constructed by analyzing the conceptions of cloud computing,e-government and e-government groups.Distinctly different from the traditional website group management systems,cloud based e-government management website groups use B/S technology to accomplish smooth platform migration,flexible website creation,and diversified release forms.2.A group signature mechanism based on Elgamal password is designed for e-government websites,and is applied in cloud-based e-government management website group plans.Compared with traditional security systems,this mechanism can break through the limitations of time and space to accomplish real time data cognition and real time data transmission,and thus improves the ability to deal with emergencies.Meanwhile,it can improve the computing ability and data processing efficiency of the server clusters,as well as the security of data information cognition.It can also integrate isolated pieces of security information in order to command and manage security events efficiently and uniformly.3.Security audit related technologies are researched,and a security audit system based on multi-agent and data mining is designed for e-government management website groups.Compared with traditional security audit systems,this multi-agent system can improve data processing ability by collaboration,its data mining technology can detect the abnormal behaviors in the website groups more accurately and timely,and therefore it can greatly enhance system security.4.By researching e-government website evaluation systems,a new e-government website evaluation system based on fuzzy sets is proposed,and the management platform designed in this thesis is evaluated.The evaluation system and evaluation plan proposed in this thesis can evaluate e-government website groups more objectively and more accurately,and therefore can be applied in all kinds of website effectiveness evaluations.5.Based on research and data analysis,comments and suggestions are put forward to solve the problems existing in Shandong Province's e-government projects The comments and suggestions in this thesis are all derived from actual data and scientific analysis,and are thus of great reference value.
