E-government,as a new mode of government operation relying on network information technology,has been highly valued by governments all over the world since it came into being.The construction of government website,as the top priority of e-government development,has naturally become the focus of people's attention.Especially in the early 21 st century,in order to improve the operation efficiency of their own governments,western developed countries have increased the capital investment in the construction of government websites,among which the representative countries include the United States,Britain and Singapore.China has significantly increased its input in the development of e-government since 2007,when the investment of E-government was equivalent to one third of the total investment of the Three Gorges Project.In recent years,the General Office of the State Council has issued a number of documents requiring governments at all levels to strengthen the construction and management of their own websites.Since its birth,the national audit department has played a unique role in maintaining the sound operation of the national economic system and supervising the use of national financial funds.Therefore,in the national trend of comprehensively promoting the e-government process,the national audit institutions should strengthen the construction of their own website and improve the website performance,in order to better play the role of national audit supervision.The paper first introduces the background,purpose and significance of the research.After sorting out and summaring the reseach results of government websites work performance evaluation at home and abroad,the author found that scholars in the study of this problem is more pay attention to the construction of departments of the government website evaluation index system,ignoring the different department of government websites with its professional characteristics.In the performance evaluation of the financial indicators and the impact of government website management factors lack of consideration.Paper on site audit institutions,the government website performance and the performance evaluation of three research of the key concepts and government performance management theory and new public management theory the basic theory of two research literature review,after studying in G provincial bureaus of the website,for example,by understanding the current performance evaluation system for the site work,analyzing the problems and the reasons and evaluation dimensions of the balanced scorecard can be used to solve the above problems effectively was put forwarded.In the fourth part of the paper,through the principles and screening methods of indicators,the specific evaluation indicators of the four evaluation dimensions of "customer--internal business process--finance--learning and growth" were set up.Finally,19 secondary indicators were selected for the specific website performance evaluation.Finally,through the collection of raw data,the newly constructed evaluation index system was used to evaluate the work performance of the website of G province from 2016 to 2018.The evaluation results showed that G provincial bureaus of site performance in almost three years overall effect is good,is better to play its function,and basically meets the needs of users.The end of the paper puts forward four specific recommendations to develop website work performance of G province through multi-channel,which include increasing the features of website,attracting more users to access,enhancing the transparency of the national audit information to release,better meeting the demand of users,paying more attention to the cost benefit principle and the application of mobile new media on based on a high level of performance.
