With the advance of urbanization and industrialization in recent years,the industrial structure,regional area and population size of suburban towns,greatly different from the general township,have been close to the size of a small city.The strategic behavior of the suburban township government,caused by the contradictions of organizational structure,configuration of power and responsibilities,public service,etc.was more prominent than that of the general township.The township government showed richer,more complex strategic actions,especially in the action of land acquisition and house demolition which relates to the key revenue sources of township governments.Previous studies have focused on the strategic behavior of the township government with the higher levels of government and relocated villagers.But the township government's strategy of transcending the bureaucratic structure was simplified as a "deviation" behavior that does not conform to the system norm.The strategy of interaction between the township government and the relocated villagers was simply attributed to the self-interest behavior for getting the self-interest which was caused by the unidentified land finance and land property.The complex problems and complex mechanisms of the township government were neglected.In this dissertation,the organizational decision analysis is introduced into the study of the strategy of land acquisition and house demolition of suburban township government.The author tries to explore the following problems from the perspective of the actors: What are the structural restrictions suburban township government faced in the land acquisition and house demolition? What key resources it had acquired in the structure? What were its free spaces? What strategies will it take to negotiate with higher levels of the government and relocated villagers under the structural constraints? What is the complex mechanism of the operation of the township government?The organizational decision analysis emphasizes that although the rules of the bureaucratic system have a restrictive effect on the actors,they can always gain uncertainty in the structure,control the areas of uncertainty that affect the operation of the organization,and retain some free space for themselves.The actors will formulate and adjust decisions based on their own free space and acting abilities after they trade off the impact of the organizational environment,the consequences of their own decision-making,other actors' decisions,so that the changes of game rules developed in favor of themselves.From this theory,the study explored the land acquisition and demolition practice in G town of Baoshan District,Shanghai,using the observation method,the depth interview method and the expansion case method to collect the data.Meanwhile the research used four analytical tools,the organization environment,the acting abilities,the free spaces and strategy selection,to study the strategy logic in the land acquisition and demolition of suburban township government.The study found that the strategies of suburban township government were formulated in the land acquisition and house demolition game.The higher levels of government,township governments,relocated villagers were closely linked to each other in the land acquisition and house demolition.They were highly dependent on each other in decision making,and constitute a game which can accommodate the negotiations,bargaining,competition and cooperation,conflict and compromise among actors.Not only constrained by the industrial structure transformation,land requisition policy,local norms and other factors,G township government but also was limited by the the role conflict,financial difficulties and other factors.However the township government has never been a passive recipient of structural constraints,it had discovered opportunities in the environment,and controlled the uncertain areas that can influence higher levels government and relocate villagers.Thus it created free spaces of information blurring,joint responsibility,policy interpretation and implementation.Having these free spaces means that the township government formed an unequal power relations to the higher levels government and relocate villagers,and acquired consultative capacity which can have profit advantage.In order to gain greater power and interest space in power relations,the township government tried to expand its free spaces and reduce the free spaces of others.On the basis of possible responses of the higher levels government and relocate villagers,it took different strategies to negotiate with them.In view of the monitoring strategies adopted by the higher level government,which include unified management,daily supervision,year-end assessment,fund control and policy update,the township government took such strategies as the policy reproduction,the agreement relocation,the project mobilization and the pressure transmission to consult with them.In view of the bargaining strategy used by the relocate villagers,for instance,violation,delay,comparison with others,emphasizing the "weak" status,the township government took such strategies as negotiating one by one,repeated communication,cottoning up,inducing villagers to relocate,compromise,nails pulling to negotiate with them.The strategic action of the actors led to the relocation of power relations among the township government,the higher level government and the relocated villagers.
