Research On The Functions Of The Grassroots Government In My Country In Land Acquisition And Demolition

With the rapid development of China's economy and the acceleration of urbanization,land acquisition and demolition activities have been carried out in large areas in our country.In the process of urbanization,communities and villages are changing with each passing day,every day has its own features.The rapid development of economy has caused the dispute of land expropriation and demolition,which became a by-product from the current economic boom in China.Land expropriation and demolition activities in various localities have caused a large number of problems,which have aroused widespread concern in academic circles and the whole society Land expropriation and demolition is that government's based on the purpose of public interests,to expropriation of land belong to the whole people or collectives according to law,demolition and reconstruction of old buildings on expropriated land,according to the relevant regulations of the land expropriation compensation,give be object of land expropriation compensation.Almond's theory of political development is based on structural functionalism,and the grass-roots government,as one of the political structures,plays an important role in the overall development of the political system.Through the analysis of Almond's structural functionalism,we can find some common characteristics in the political system.This paper through the analysis of the system,process and policy of grass-roots government and study its function in the process of land expropriation and demolition,depend on the research of "disease-cause-disease side",finds the problems and tries to seek for some relevant solutions.At present,the research on land expropriation and demolition in academic circles mostly focuses on the central and policy-making level.There are few studies on the specific power operation and function exertion of grass-roots government.This is one of the main reasons why I set the research subject as the grass-roots government.During the summer vacation,I conducted a brief interview with the relevant government staff on the theme of the paper,got a preliminary understanding of the situation,and then through the guidance of Almond's structural functionalism method,the research on the typical cases of land expropriation and demolition in former China aims to find out the common reasons for the existence of grass-roots governments at the functional level,such as the grassroots government lacks communication with the people,the behavior of grassroots government staff is out of specification,and the basis of the grassroots government administrative system is insufficient.Although there are many disputes in Almond's structural functionalism theory of political development,I believe that as long as we can seek the improvement of grass-roots government's behavior ability through this analysis method,it has practical significance.This paper is divided into five parts.The first part introduces the research background,research significance,research status at home and abroad and possible innovations.The second part discusses some basic concepts and research tools involved in this paper.The third part summarizes the problems existing in the work of land acquisition and demolition of grass-roots governments through case studies and field interviews,namely,the problems in the system,process and policy functions of grass-roots governments and their staff.The fourth part takes on the problems mentioned in the third part and analyses the reasons for the lack of functions of grass-roots government,including the defects of laws and regulations,the lack of public participation and government supervision mechanism,and the changes of grass-roots social structure caused by land expropriation compensation.The last part of this paper undertakes the above chapters to seek the path of the lack of functions of the grass-roots government,and comes up with suggestions on improving the relevant system and communication mechanism,as well as promoting the democratic consultation mechanism of land expropriation at the grass-roots level.
