Social governance,as an important area of promoting the national governance system and the modernization of governance capacity,is an integral part of national governance.In the context of China,the Communist Youth League is a key participant of social governance.The thesis attempts to figure out the overall pattern of its participation and behavior logic under it.The Communist Youth League's participation into social governance is a mutually interlaced process between the subject's behavior and the external environment.Therefore,it requires the author to propose a theoretical research framework of ecology of social collaborative governance from the combined perspective of the Collaborative Governance Theory as well as the Ecology Theory,observing and analyzing the overall pattern of its participation and behavior logic under it from the macro-environment,the intermediate process and the micro-mechanism dimensions.This dissertation puts the Communist Youth League of Guangzhou's participation into social governance as a case,obtaining the material by filing,depth interview and questionnaire survey,based on which to carry on empirical research.It applies the analytical framework of social collaborative governance to describe and examine the participation practice into social governance by the Communist Youth League of Guangzhou,with two key findings.The first finding is that the overall pattern of the Communist Youth League's participation into social governance is in the ecology of social collaborative governance,which means government,social entities and specific public folks integrate all sorts of elements organically,around common goals of maintaining and enhancing public interests in the largest extent,to establish a sound governance structure and behavior mechanism which is self-circulated and self-growing,by mean of meshing with each other,interedependency,joint action and risk pooling.And it also finds the three types of behavior logic of the Communist Youth League's participation into social governance:responding actively to the maro-environment,linking multiple governance subjects during its participation into social governance to maintain the balance between competition and cooperation,and building a micro-mechanism of social governance with the self renewal orientation.At the theoretical level,this finding can help us to understand multiple possibilities of existence in China's state—society relations,especially the fact that the state and the society are neither divided nor opposite while there are a lot of intermediate power between them.At the practical level,making clear the behavior logic of the Communist Youth League's participation in the ecology of social collaborative governance,especially how to play a role in the competitive cooperation linkage among Party committees and governments,social organizations and youth groups,helps to further grasp the rules of mass organizations' transformation,which outlines a picture of the real organizational evolution except for trends to become an organ of government,an ordinary association or a hinge.The dissertation,as a case study,provides preliminary empirical facts and theoretical concepts and the phenomenon brought to light by the case is still to be developed.In the purpose of enriching and exploring more understandings of the present situation and future trend of China's social governance,my subsequent research will further analyze the similarities and differences by empirical and comparative studies,focusing on the practice cases of participation into the social collaborative governance of the Communist Youth League and other various types of mass organizations.
