| As a unique people’s organization in China,the Communist Youth League of China has played the role of the Party’s assistant and reserves for a long time under the leadership of the Party,and has continuously promoted organizational revolution,taken the initiative to participate in grass-roots social governance,and matched the needs and requirements of the Party for youth work in the new times.In the report of the 19 th National Congress of the Communist Party of China,it is emphasized that we should "create a social governance pattern of co-construction,co-governance and sharing",which gives a sufficient guarantee for a series of mass organizations such as the Communist Youth League organization to fully demonstrate their core advantages and jointly participate in social governance work.The participation of the Communist Youth League organizations in grass-roots social governance,on the one hand,it leads young people to participate in social governance extensively.For example,it promotes youth groups’ self-satisfaction by participating in the joint construction and voluntary service of grass-roots Communist Youth League organizations,so as to realize co-construction,co-governance and sharing;on the other hand,it regards the youth as the object of service and governance of the Communist Youth League,and extensively carries out youth employment and entrepreneurship,dating and friendship,and safeguarding the rights and interests of young people,so as to achieve the ultimate goal of serving the needs of young people.The thesis is mainly based on the form of the Youth social organization of the Communist Youth League.On the basis of the study and reference of relevant research literature form domestic and abroad,through the method of interview and questionnaire to visit the grassroots youth league organizations,youth society,youth league members and cadres in one township and seven streets in the east district of Xining City,so as to grasp the overall situation of the participation of the Communist Youth League in grassroots social governance in the east district.On this basis,based on the situation and reform in recent years,through inductive analysis,the problems of weak grassroots Communist Youth League,insufficient motivation of the Communist Youth League and insufficient contact between the Communist Youth League and youth social organizations in the east district of Xining City are found,and deeply analyze the causes of the problem.Finally,according to the theoretical basis of social governance theory and polycentric governance theory,and in view of the actual situation of the Communist Youth League organizations in the east district,this thesis puts forward nine paths in three aspects: expanding the power of grass-roots Communist Youth League organizations to participate in grass-roots social governance,enhancing their ability to participate in grass-roots social governance,and enhancing Grass-roots Communist Youth League organizations’ social influence.in order to provide a more perfect theoretical basis and practical guidance for the Communist Youth League organizations in the east district,even for the organization of the same category in Xining City or Qinghai Province to participate in social governance. |
