A Comparability Study On The Development Of The Rule Of Law In China Cities

In the system in effect,the rule of law takes on diversity in different cities in China.At present,the research on this issue seems interesting.(1)Some studies made by scholars have generally ignored such difference.(2)Some scholars' research takes the diversity seriously,while there is a blind spot on the relationship between the city and the rule of law.(3)Some scholars' research focus on the evaluation on the local governments under the rule of law,however,there is a critical gap in the research on the issue of "comparability".This paper discusses the aforementioned three "fuzzy" problems.This paper,focusing on the cities,is aimed at studying the way in which the rule of law develops in China,with the comparability of the development of the rule of law in the cities as the subject.From the perspective of the daily life and practice and by means of the comparative study,it reinforces the foundation of the evaluation on the rule of law in cities,and records the process of the rule of law of china in this period.This study follows through the research perspective of daily life practice and method of comparative research.Except the parts of “Introduction” and “Conclusions”,this paper is divided into three chapters,with the focus on the basis,significance and content of the comparability in the development of the rule of law in the cities.The Chapter II deals with the possibility of the compare.The Chapter III and Chapter ? focus on the way of compare.Chapter II.The construction of the rule of law is carried forward under the leadership of the Party.The differences among the local cadres of the committees of Party at all levels in respect of the understanding and selection of the rule of law lead to the various status of the development of the rule of law in local places.This is a special case as well as the basis of the comparability of the development of the rule of law in the cities of China.Chapter III.The mode of the development of the rule of law in China is marked by the construction type.The comparison of the development of the rule of law in the cities can not only reveal the diversity of the development of rule of law in China and the detailed pattern of the rule of law in the cities,but can also provide a method and means for reference to the development of the rule of law in different cities.This is where such comparability makes sense.Chapter ?.The comparative fields of urban legal development in China are the follow :(1)The first is the power restriction.(2)The second is the right realization.(3)Meanwhile,all the cities do not adopt the same manners in carrying forward the rule of law,which is the key content worthy of comparison.It is clear that the local plays an important role in the development of the rule of law in China.Approaching from the cities and observing the development of the rule of law in China in the top-bottom sequence,is of much benefit to the advancement of China's law-ruling process!...
