Research On The Changes Of Policing Institutions In New China

Since the founding of New China,the institutions of policing have been through enormous changes,of which the process and regularity are worth reviewing and summarizing.In retrospect of the changes of policing institutions,based on time series analysis,the discussion and analysis of the related theories within the analytical framework of Institutional Environment-Institutional Arrangement-Organization Network would contribute to the enrichment of fundamental theories of public order policing science and may provide guidance for practice of institutional construction.Policing institution is defined as the inclusion and summarization of policing norms and its application to adjust and discipline particular behaviors which jeopardize social order and public security as well as the important basis for policing activities.In consideration of overall phases of social development,the historical process of changes of policing institutions would be divided into three phases since the founding of New China,including the period of production and initial exploration from Year 1949 to Year 1978,the period of recovery and reconstruction from Year 1978 to Year 1992,and the period of further development from Year 1992 onwards.First of all,for each period mentioned above,the background environment which profoundly impact policing institution in this particular period is discussed mainly from aspects of economics,politics,society,and law.Secondly,the policing institution could be illustrated from three levels:the norms,the content and the working mechanism of policing,thus constituting three dimensional analysis of studying arrangement of policing institutions.Finally,for organizational network as the carrier of policing power operation,transformation of policing organizations and functions reflects and promotes the evolution of policing institutions.From the perspective of institutional analysis,the changes of policing institutions could follow some particular internal logic.The retrospect of changes of policing institutions in New China shows a transitional trend from being empirical to ruling of law,from being blind to rational in policing pattern,from being administrant to cooperative in policing power operation,and from being mechanically stable to organically stable in policing objective.Among all motive force that promotes the changes,apart from institutional environment,individual,ideology and technology exert influence in their respective ways.Contradiction between supply and demand of institution is the direct factor that causes the changes.Establishing,abolishing,transplanting and spreading are main manifestations of the changes.The approach of changes in policing institution is gradual in respect of time,it is the combination of coerciveness and inductiveness with regard to the subject,and it is showing the mutual balance between stability and dynamics with respect to the variational character.The process of changes has the feature of path dependence,so many measures should be taken together to break the lock-in effect of path dependence.Within the analytical framework of Institutional Environment-Institutional ArrangementOrganization Network,the changes of policing institutions in New China could follow such regularity that in the relation of institutional environment and arrangement,the policing institutions have experienced a transition from being externally driven to being internally driven,so normalized policing balanced with the dynamic environment is inevitable in future;in the relation of institutional arrangement and organization network,the core of changes is power disposition,so benign development should be enhanced by improving power network.
