Study On Local Policing Mechanism Reform In The Viewing Of Comprehensively Deepening Public Security Reform

The policing mechanism is the integration of the processes and operating modes of mutual connection,interaction and constraints among various related factors in the police system to achieve functioning of police power.How to achieve modernization of the policing mechanism has long been the focus of public security.Hereinto,the local policing mechanism reform of public security organs is of great significance,having made important progress with obvious improvement in the modernity of policing in China.However,there are many problems in practice,including being not suitable for the development in the new era,and lagging behind the objectives of policing mechanism modernization.Therefore,against the background of the new era,enhancing studies on the local policing mechanism reform,with important theoretical and practical significance,is conducive to promoting the policing mechanism reform in China,improve policing efficiency and facilitate modernization of policing.The following sections are included herein: firstly,based on the institution change theory,the general model of local policing mechanism transition is teased out,from the perspective of which,it can be discovered that there is certain internal logic and continuity in the historical process of China's local policing mechanism reform.Secondly,according to the evolution of China's overall social development stages,the historical process of the local policing mechanism since the establishment of new China is divided into stages including the start-up stage from 1949 to 1978,the stage of gradual adjustment from 1979 to 1991,the acceleration stage from 1992 to 2014,and the stage of comprehensively deepening reform from 2015 up to now.The local policing mechanism policing reform at each stage is influenced by the current economic,political and legal environment.Public security organs,based on appropriate studies on,and revises of the old system,mainly achieve the establishment and replacement of new mechanism through correcting,exploring,experimenting,innovating,trial-and-error and learning in parallel,thus the reform features progressivity.Thirdly,empirical analysis is carried on the policing mechanism reform to establish the “3 levels in 1” centered on “4+X” of the public security organ in Huaihua with the general model of local policing mechanism transition,to probe into its significance as a sample.From the perspective of practice,will expression and mechanism reform of the policing mechanism reform in Huaihua are concluded to provide knowledge guidance for local policing mechanism reform on policy imitation and transplantation,proving that “the sample of Huaihua” is replicable and transplantable despite factors including regional constraints and economic development.Experience characteristics of the policing mechanism reform in Huaihua is concluded from the theoretical perspective and interpreted in the abstract that,inducements of the reform are interest factors and instrumental rationality,while ways of reform center on mandatory institutional changes,with co-existence of mandatory and induced institutional changes,and the path of reform is gradual change following “path dependence”.Finally,progress of local policing mechanism reform at the stage of comprehensively deepening reform are teased out to conclude problems including lagging update of policing idea,defective top-level design and supporting reforms to be improved.Moreover,countermeasures and suggestions for further promoting local policing mechanism reform are put forward including innovating policing idea,enhancing top-level design and improving supporting reforms.
