Research On Political Culture Construction In The Process Of National Governance Modernization

In this paper,the study of political culture is placed in the background of modernization of national governance.Taking the historical materialism as the theoretical analysis tool,the mutual relationship between political culture and national governance is comprehensive analyzed,and the important role of political culture is revealed in the process of national governance.From periods of socialist political culture's initial construction,tortuous development,deformed development,breaking through and innovation,we seek the historical trajectory and deeply summarize the experiences and lessons of political culture construction after the founding of new China,in the hope of providing historical lessons for today's political culture construction.Nowadays,the political culture of China presents a development trend of "unitary dominance and pluralistic coexistence"."Unitary dominance" means the socialist political culture which takes the dominant position."Pluralistic coexistence"means various political subcultures.They constitute the basic pattern of political culture.This political culture pattern comes from the practice of socialism with Chinese characteristics and it will change with the development of political practice inevitably,along with the advancement of modernization of national governance.On the foundation of general analysis of Chinese political culture construction's fundamental principles,concept orientations and important missions,this paper will clearly point out that socialist political culture accommodates the requirement of modernization of national governance,which is three-in-one,including democracy,rule of law and participation.On the historical background of modernization of national governance,political culture construction faces many challenges.Under the impact of political subcultures and anti dominant political cultures,socialist political culture presents the sign of integration function's reduction.At the same time,market economy brings negative effect to people's ideas and networking and globalization pound and challenge the current political cultural pattern,which make it very imminent to strengthen the construction of socialist political culture,which is three-in-one,including democracy,rule of law and participation.But the construction of socialist political culture is a complicated system and it can not be done at one stroke on the road to modernization.On the foundation of consideration of the basic requirements of national governance modernization,we should take various measures at one time,interact from various ways and ground political cultural foundation for achieving the goal of modernization of national governance.This paper includes an introduction and five chapters.The introduction mainly explains the background and significance of this paper,and combs the domestic and foreign research of political culture systematically.Some specific theoretical tools are used in this paper,such as the theory of political modernization,political socialization and political subculture.the research ideas,methods and innovations are also described in this part.The first chapter is the theoretical basis of this paper.At first,theoretical analysis of the "modernization of national governance" and "political culture" are introduced systematically.Then the relationship between national governance and political culture is revealed by using the historical materialism.National governance plays an important role in political culture,while political culture counteracts national governance.the methodology can be obtained through theoretical analysis above,that is,to build advanced apolitical culture which suits to the modernization of national governance.The second chapter is a historical review of the construction of political culture.After the founding of the People's Republic of China,the construction of political culture can be divided into four stages,from the initial founding of the socialist-oriented political culture to the theoretical innovation after the 18th National Congress of the CCP.Through the review of historical development,we can get some useful experiences and lessons.The third chapter points out the present situation and development direction of current Chinese political culture and it tries to draw the outline of the panorama of Chinese political culture by describing the basic structure,notable features and structural elements of current political culture.On the foundation of analyzing the fundamental principles,important missions and concept orientation of Chinese political culture construction,it points out the target pattern of political culture development,which is three-in-one,including democracy,rule of law and participation.This kind of political culture pattern has comprehensively examined and weighed the basic connotation and specific requirements of modernization of national governance.It is not a subjective conjecture divorced from Chinese political practice.The fourth chapter mainly explains the challenges of political culture construction in the process of modernization of national governance.It will analyze numerous challenges that current political culture pattern has met in the process of modernization of national governance.It will discuss them from the weak integration of dominant political culture,the market economy's challenges to political culture construction,the concussions from globalization and networking to current political cultural pattern.There is a difference between the current situation of Chinese political culture and the requirements of national governance modernization.The political culture construction is still on the way.The fifth chapter mainly answers how to promote the construction of political culture.The construction of political culture is a complex system engineering,which need many paths to work together.cultivating and practicing the socialist core values,carrying forward Chinese excellent traditional political culture,learning from the outstanding achievements of human political culture,building an advanced political culture of the CCP and expanding the way of political modernization,In this part I am trying to provide suggestions for future construction of political culture.The construction of political culture is a long-time process.It is unwise to abandon Chinese cultural tradition.Regardless of the history of China,trying to recreate a new cultural model is no different from nonsense.The construction of political culture must be rooted in the socialist practice and respect Chinese cultural traditions.It is also necessary to learn the advanced experience of other countries.Although the road is full of challenges,the construction of political cultural will never stop the pace of exploration.
