A Study Of Contemporary Chinese Political Culture From The Perspective Of The Modernization Of State Governance

From the "new period" to the "New Era",socialism with Chinese characteristics has made a historic leap.In the past 40 years of reform and opening-up,great achievements have been made in terms of economic and social development.In the face of various problems and challenges in the process of reform,the comprehensive deepening reform with the overall goal of modernization of state governance is stepping up to overcome difficulties.As an important aspect of realizing political modernization,the construction of political culture is an important part of the modernization of state governance.Promoting the construction of political culture under the vision of the modernization of national governance can further consolidate and deepen the achievements of reform and improve the political modernization.The political culture under the modernization of state governance not only has the basic standards of the modernization of state governance,but also has the basic elements of political culture.In the system culture,it shows the characteristics of sound system,authority of rule of law,Justice and Equality,and in the process culture,it shows the characteristics of multiplication,order stability and network cooperation.It embodies the characteristics of people's sovereignty and right standard in the policy culture.To push forward the construction of political culture under the modernization of national governance,we should not only grasp the requirements,but also pay attention to the historical and current real concerns.Since the founding of People's Republic of China,great achievements have been made in the construction of political culture,which has also experienced major setbacks.The construction of political culture experienced three stages: From 1949 to 1966,the construction of political culture broke through the barriers caused by historical inertia and carried out the cultural transformation from the New Democracy Society to the Socialist Mode of Production Society.From 1966 to 1978,the construction of political culture was involved in the whirlpool of political fanaticism and launched the Cultural Revolution.Since 1978,the construction of political culture has returned to the rationalism and pushed forward the opening of culture to the outside world in the wave of reform.At present,the development of political culture is characterized by distinctive features and remarkable achievements and presents the status quo of the interweaving of mainstream culture and subculture,the coexistence of tradition and modernity,andthe mixture of monism and pluralism.But in the process of development,we also face the challenges of the weakening of the mainstream political culture,the uneven subculture,the negative influence of tradition,the indistinctness of modernity,the unitary subject of construction and the random and chaotic participation.Under the dual background of “what ought to be” and “what is”,the construction of political culture under the modernization of state governance should be based on three levels: system culture,process culture and policy culture.In the system culture,we should consolidate the dominant position of the mainstream culture,cultivate the socialist core values,and cultivate the advanced inner-party political culture.In the process culture,we should expand the ways of political socialization and cultivate qualified modern citizens.In the policy culture,we should adhere to the concept of people-oriented,improve the supply of policy products and embody the principle of fairness and justice.
