Research On The Consultation Between Political Parties From The Horizen Of Modernization Of National Governance

The political party consultation with Chinese characteristics is the concrete manifestation of the socialist consultative democracy in the political life level of the country.It was born in the period of the new democratic revolution in China,established and developed in the period of socialist revolution and construction,steadily expanded in the new period of reform and opening up,and gradually perfected in the period of comprehensive deepening of reform.Our country provided the modernization of national governance as the overall goal of deepening the reform in the third Plenary Session of the 18th CPC Central Committee.As a form of endogenous and institutionalized consultative governance,Party consultation has realized the organic combination of governance democracy and participatory democracy,promoted the development of China's social,political,economic,cultural and ecological construction,and played a crucial role in enhancing the modernization of China's national governance system and governance capacity.Therefore,it is help for us to deeply understand the inner relationship between the national governance modernization and the political party consultation in the new era,re-recognize the political party consultation,and understand the characteristics and advantages of the new party system in China in the new era under the background of the comprehensive deepening of the reform.It will also help for us to strengthen the the ruling party's governance capacity,promote the construction of socialist democratic politics and promote social harmony and stability in the new era.The paper adheres to the basic stand and opinion of Marxism,and comprehensively uses the related theories and methods of politics,history,sociology.Under the background of the modernization of national governance,we take Party consultation for research objects and analysis the basic concepts and the relevant theories of Party consultation.On the basis of understanding the internal logic of political party consultation and the modernization of national governance.we use some methods to analysis the development process,basic experience,main features,structure and functions of Party consultation.Finally,we explores the difficulties and restrictive factors of the party consultation under the view of the modernization of national governance.On the basis of in-depth analysis,this paper puts forward the relevant measures to improve the party consultation governance.There is a close internal logical relationship between Party consultation and the modernization of state governance.That is,the deep practice of Party consultation has enriched and optimized the mode of modernization of national governance.The deepening of the modernization of national governance also has promoted the development of the party consultation.They are achieving a high degree of agreement at the target level and the value level.In the context of the modernization of national governance,political party consultation fully shows the distinctive features of the unity of historical and epochal,party and political unity,and the unity of high-level and demonstration,which has been providing important support for political party consultative governance.At the same time,there are still some problems that can not be ignored in the development of the theory and practice of party consultation.That is,the imbalance in the modernization of the national governance,the lack of supervision in the party consultative governance,the imperfection of the scientific and operational of the specific system and the positive interaction between Party consultation and other forms of consultation is not strong.In view of the above problems,we analyze the causes of the problems and their related restrictive factors,and put forward a series of measures,such as,Cultivating Party consultation culture,strengthening the construction of the party consultation subject,activating the endogenous impetus of the political party consultation system and promoting the effective cohesion of the party consultation with the Party committee government.
