Study On The Decision Mechanism In Urban Renewal With Public Participation

Urban renewal has become one of the important social problems in China,which attracts the national leaders' high attention.However,as urban renewal projects involve the direct interest of various stakeholders,including local residents,it's easy to cause large numbers of mass incidents,which may have direct impact on the local social stability.Maximize the absorption of the opinions of the local residents,effectively improve the decision-making alternatives,will be advantageous solutions to resolve group conflict.As research on public participation in urban renewal projects are relatively scattered,this dissertation focuses on the urban renewal projects in China and researches on the following four aspects:(1)the implementation process of public participation;(2)how to ensure the effectiveness of the implementation of public participation in urban renewal;(3)how to make a high consensus decision with the public participation in urban renewal projects;and(4)the post-evaluationof public participation in urban renewal.The specific contents are as follows:First,the public participation activities involved in urban renewal projects are complex social group activities in substance.As studies on the critical success factors in the participation process have hardly been done,an index system of the validity of public participation in urban renewal projects is constructed in this dissertation.From the perspectives of government and general public,the analysis of investigation result suggested 7 critical success factors such as “Participant characteristics”,“Participatory schemes” and so on.Eventually,combining the characteristics and main tasks of each stage,the detailed procedures were designed to contribute to the scientization and democracy of decision making process.Second,the decision making in urban renewal projects is actually complex large group decision making problems in substance.To achieve further reference to public opinions,the research route of improving design by considering public's opinions is suggested in this dissertation.A two-stage dynamic model for large group decision making is proposed,in which two processes indicate alternative improving process and consensus reaching processes(CRPs).In CRPs of TSD model,we introduce a moderator to lead DMs to reach a higher consensus.Meanwhile,the modification of assessment of DMs is based on fuzzy clustering method,which improves the efficiency of CRPs.Then,a post-evaluation system of public participation in urban renewal projects was carried out.As the index weight of public participation in urban renewal was unknown,and the secondary indicators were so many,thus experts may not directly give the weight of each indicator.Therefore,a two-tuple linguistic information model was used to evaluate the effect of public participation in urban renewal by employing two-tuple linguistic weighted average operator to gather assessment information given by experts.Finally,to test the validity of the decision mechanism proposed here,this dissertation took an urban renewal program,i.e.,Wenhui residential community,as a real case.During the case study,the critical success factors for the implementation associated with the systematic process for public participation were considered.Besides,in order to accommodate the community's opinions,the TSD model was utilized to select solutions of the urban renewal.Results show that this model guaranteed the soundness of each solution before it was put into the consensus process.And,the two-tuple linguistic information model was adopted to evaluate the effectiveness of the public participation in this community after the participation had finished.It was found that the participative activity was satisfactory.To summarize,this case study demonstrated the validity of the decision mechanism for urban renewal.The case study proved the feasibility and soundness of the mechanism.
