“Citizen Advisory Committee”:The Research On Practice Of Participatory Governance

The rapid development of urbanization bring convenience to people's way of life,at the same time,it produced a lot of "city disease", to solve the problems that "city disease" brought is not only the requirements of the people's livelihood,but also the local government's responsibility. Traditional governance model already can not satisfy people's growing demands on participation, nor it can solve the reality problem very well, and cannot make the management ability and the management system modernism. To seek a new governance model become the breach of the local government governance changes, participatory governance is such a breakthrough.Participatory governance emphasizes empowerment in the nation, and highlight the substantive participation of citizens, emphasizes the interested party's power and responsibility, pay attention to the government and citizen cooperation governance, it can improve the decision-making democratization and scientific, to achieve "good governance".Guangzhou is the pioneer of reform and opening up, but also the pioneer of local governance innovation. Guangzhou Citizen Advisory Committee(1)is an innovation of local governance model, as one of the forms of the participatory governance practice.Use the case study tool of qualitative research method,studied a single case on Guangzhou urban waste disposal CAC, combined with the method of comparative analysis, explore the participatory governance practices of Guangzhou CAC.Guangzhou CAC through empowerment,cooperation and negotiation,structure governance network,and bring in public participation in government decision-making process, can promote public interests expression and integration, and improve the quality of policy and policy legitimacy, strengthening information feedback and social supervision. On the other hand, Guangzhou CAC are at the exploration stage,so it unavoidably has many problems, such as imperfect system, operation mechanism is not reasonable, insufficient transparency and openness,supervision and constraints for CAC is not strong, and so on. In the face of these problems, find out the solution is the key. Guangzhou CAC introduced from Hong Kong, take example by Hong Kong is naturally, by contrast to find enlightenment. After comparison,we find that Guangzhou CAC has further perfect space,such as system construction and operation mechanism.In addition, to strengthen the interaction with the government, the media,the public, foster the public spirit can also provide a good external environment for completing CAC practice participatory governance. In this paper, localization research of Guangzhou CAC in participatory governance, it will be conducive for educational circle to know about Guangzhou CAC's operation reality further,summing up the Guangzhou experience of practicing participatory governance, it can also helps to examine the participatory governance theory further, and a supplement to the theory of participatory governance.Of course,participatory governance's explanatory power for Chinese local government governance reform remains to be further strengthened.
