The Theoretical Perspective Of Participatory Government About Research Citizen Participation Issues

Citizen participation is one of the most effective ways of their political participation rights of the citizens,along with the development of socialist democratic politics in China and improvement of the economics,and the awakening of civic consciousness,citizen participation's research is developing towards a broader and deeper direction.This paper from the perspective of participatory national theory,the introduction of Shenyang H district substation site selection,combined with the status at home and abroad at the present stage of the development of citizen participation and the citizen participation in the public policy formulation is discussed,respectively from the four aspects of analysis,participation management,grass-roots officials,dialogic democracy and the public society.Participation in management,participatory national theory suggested that the government employees and citizens are involved,but also need to make a scientific and orderly participation in the construction of a certain period of time,so we should strengthen the government's institutional construction of citizen participation,and enhance the awareness of citizen participation,also launched in the private sector can be introduced into the TQM theory,educate the staff to establishing product quality concept and give appropriate authorization,implementation of participation in management.At the same time,the participatory state theory holds that grass roots officials are the core of effective operation of the whole organization,which should,to a certain extent,improve the authorization mechanism of the grass-roots officials,and in the meantime,improve the relevant supervision system to maximize the effectiveness of the grassroots officials.Dialogue democracy requires government will citizens step by step into the public decision-making is more important in realizing effective dialogue,which requires the need to balance the government timely decision-making and citizen participation,at the same time in order to open the information communication quickly,organizational structure to the flat direction.In the public sector,we need to cultivate and support the development of the third sector,and improve the third sector as the government's "second government" disadvantage in the early stage of transformation,and really play the role of the third sector.This article focuses on the two aspects of government and citizen analysis,trying to achieve consensus on public participation in public policy making under the circumstances of improvement and cooperation between both sides,and jointly promote the development of socialist democracy in China.
