A Study On The Government Responsibility In The Process Of Modernization Of The State Governance

Modernization means the transition from the traditional society to the modern one.Now China has entered a multiple transformation period,the trend of economic marketization,political democratization and cultural diversity are becoming increasing obviously.And the social structure,the pattern of interests and the ideas of our country had great changes,which lead to the new demands to the model of the state governance."The overall goal of comprehensively deepening reform is to perfect and develop the socialist system with Chinese characteristics and to promote the modernization of the state governance system and governance capability",which was proposed by the Third Plenary Session of the Eighteenth Central Committee of the Communist Party of China.If the goal want to be achieved,it need that many subjects worked together.On the one hand,faced to the changes of the governance environment and governance conditions,the government can not be the only governor.On the other hand,in the view of the stage of China's modernization and China's national conditions,the government is still an indispensable subject in the process.It is important to identify the responsibility of the government and improve the government responsibility system according to the changes in national governance model.To some extent,the covergence between the moderniztion of state governance modernization and government lies in that the government responsibility was effective fulfilled.Based on the structural function theory,and with the expansion of the Parsons "AGIL" model,the article set up the theoretical analysis framework which is the government responsibility in the process of the state governance modernization.The main point of the framework is that: the state governance is as a whole system,the system consists of the structure and function.Modernization is the goal to be achieved.The emphasis is the relationship between the modernization of the state governance and the government responsibility,and discussing the content of the government responsibility,and howto fulfill these responsibilities better.Chapter one:?Core Concepts,Theoretical Basis and the construction of Analysis framework?.Firstly,the content is explained the the core concepts and theoretical basis of the paper.We defined not only the definition of government functions such as the responsibility,the responsibility of government,governance,national governance and modernization concepts,but also analysed the responsibility of the government and other related concepts.In the part of theoretical basis,it mainly includes the Meta-governance theory,Modernization theory,government responsibility theory,and structural function theory.Through the above,we tried to construct an analytical framework about the government responsibility in the process of state governance modernization,which is based on the expansion of Parsons' structural functional "AGIL" model.Among the model,the state governance is as a whole system,the system consists of the structure and function.Modernization is the goal to be achieved.The effective fulfilled of government responsibility is the mean of the title.Chapter two: ?Analysis the structure and function of the state governance system in the process of modernization?.According to Parsons' "AGIL" model,China's national governance system consist of four subsystems(four structural types),economy,politics,society,culture and its corresponding function which the feature is overall order,dynamic openness,and multivariate coupling.The process of realizing the modernization of state governance is the remodeling process of state governance system,and is also the process of continuous adjustment for the system structure and function.Each subsystem must meet the requirements of the modernization target on the structure,that is,the economic system should meet the structural requirements of economic governance modernization;the political system should meet the structural requirements of political governance modernization;the social system should meet the structural requirements of social governance modernization;the cultural system should meet the structural requirements of cultural governance modernization.Structural decide function,the structural requirements of the state governance system decide the functional demand of the state governance system.Chapter three: "Determine the government responsibility in the process of modernization of state governance".This chapter mainly focuses on the ?should be? analysis in state governance under the state of the responsibility of government."Position-role" is a basic analysis unit in the Parsons' Structural Functionalism.It means each actor plays the different role due to the different positions.Through in-depth understanding of the theory of governance modernization,we discussed the government's responsibility in the field of politics,economy,society,culture.These works made the suggestion not only be reality and specificity,but also made the modernization of national governance better.Chapter four: "The Reality of government responsibility under the process of state governance and the analysis of the causes of reality".This chapter is mainly discussed the Chinese governance from the real level to the current situation.We first analyzed the current problems about the government responsibility and then analyzed the reasons for the lack of these government responsibilities according to the theory of national governance modernization.Chapter five: "the Path of Realization of government responsibility in the process of national governance modernization ".In order to ensure the effective implementation of the responsibilities of government,this chapter mainly focused on the measures in the Chinese government carried out in ecomomic system,political system,social and cultural system.
