| Comprehensively strengthening Party discipline is not only the basic principle for the Communist Party of China(CPC)to strengthen its self-construction,but also the successful experience that has been proven by practice.Since the 18th National Congress of the CPC in 2012,the CPC Central Committee,centred on Xi Jinping,has comprehensively strengthened Party discipline with great responsibilities and made a lot of success.In which logic has the practice of comprehensively strengthening Party discipline been carried out and which factors have contributed to these achievements?What kind of role has the leadership played during the practice?Have the principles included in the measures which have been adopted will be carried on?Reflections on these questions are of both practical and historical significance.The dissertation is divided into three sections:Introduction,the Main Body and Conclusion.Specifically:The Introduction elaborates the reasons why this topic is chosen,the current research status,and the methodology the dissertation adopts,including historical analysis,literature research,comparative study,and quantitative history.Research materials are mainly documents and works published by CCCPC Party Literature Research Office and data released by authoritative State mainstream media.The research begins from the 18th National Congress of the CPC and ends at the Sixth Plenary Session of the 18th Central Committee of the Communist Party of China in 2016.It focuses on contributions Xi Jinping has made in strengthening Party construction(military construction not included).Each chapter and section is laid out by following the logic of "discovering problems,detailed analysis and presenting solutions," during which relevant thoughts and practice are combed.The Main Body is divided into six chapters.Chapter I is the "Historical Background for the Proposal of the Ideology of the Comprehensively Strengthening Party Discipline." In order to keep up with times tendency and meet expectations of the mass,the CPC has resolutely made the decision of strengthening self construction."Strengthening Party discipline" has specific connotations and includes background factors such as governance party,long-term governance,one-Party governance and commercial economy.The dissertation analyses the problems within the Party from the perspectives of inner-party political life and intra-party supervision,two key issues which have been given priority since the Sixth Plenary Session of the 18th Central Committee of the CPC.It combs the historical context and comes to the conclusion that the topic derives from the interaction of practice and theory.Chapter II is "Safeguarding the Spiritual Homeland of the Communists." The absence of faith is the major issue facing CPC's ideology construction.Strengthening ideals and faith refers to strengthening the socialism of Chinese characteristics.This chapter concludes the effective approaches to make it and measures to promote the normalization of ideological construction.Chapter III is "Striving to Train and Select Good Leaders the Party and People Need." The CPC's different attitudes towards unhealthy style of selecting and appointing personnel are compared.Xi Jinping has defined five criteria for being a good cadre and established the learning model.Emphasis is put on the construction of the Political Bureau of the CPC Central Committee and the frontline town-level secretaries.The fundamental principle is to establish scientific personnel selection and appointment mechanism whose core is to manage and appoint personnel in a scientific way and deduce unqualified appointment or those deviating from original intentions.Chapter VI is "Working Style Construction is always On the Way." CPC has strengthened working style construction,but it has become a more serious topic,which is because of the lack of strict and regular management and relevant mechanism.Working style construction began with the draft of the "Eight-Point Decision," and strengthens the implementation of various measures and regulations.The reason why educational practice has made outstanding achievements is that they well implement five of the "Eight-Point Decision" and consolidation measures are adopted afterwards.In the wake,"Three Stricts and Three Honests" has established work style benchmark for CPC members.Chapter V is "Cracking Down on Corruption with Zero Tolerance." The current campaign of anti-corruption is not only serious,but complicated as well.The chapter reviews breakthroughs in official investigation and expounds the main responsibility of the Party committee and the supervision of discipline inspection commission."Patrolling" is an innovation and exploration of the CPC based on its own resources.It is a successful practice of the non-third party supervision.The ultimate solution to prevent and crack down corruption depends on improving power exercise restriction and supervision system.Chapter VI is "Firm Institutional Guarantee for the Long-Term Stability of the CPC.”Institution-based Party governance is different from system construction.Besides system construction,it will organise the rules or institutions into a system with reasonable logic and attach more importance on enforcement construction.It emphasises both system and governance,that is,intra-Party discipline construction.A better intra-Party political environment should be created for the implementation of the institution-based Party governance.Chapter VII is the Conclusion.The dissertation considers that problem-oriented principle should be run through the whole process of "comprehensively strengthening Party discipline" explains reasons to stick to the principle and how to discover problems.It divides Xi Jinping's illustration of solving problems into five steps and summarises the connotation and nature of "comprehensively strengthening Party discipline,"and points out institution-based Party governance is the essence.Since the 18th National Congress of the CPC,CPC's achievements in Party discipline can be attributed to four reasons:bearing in mind the solemn responsibilities to people;attaching importance to the implementation and supervision of thoughts in practice;the integration of power and responsibility offering institutional guarantee for carrying out activities;subject's experience,accomplishment and charm of language is another factor worth mentioning.Comprehensively strengthening Party discipline has realised two transformations:from scientific theory to institution,and to be further implemented within the whole Party.CPC has made full use of its own resources and has explored an intra-Party supervision which is different from West's dependence on the third-Party,such as the party not in power,or opposition party.The principle,in line with national and party condition,opens new space for party construction and will be carried on in a long run.The dissertation aims to study theoretical issues from historical perspective.It also links thoughts with practice to confirm the validity of thoughts,forming a closed loop of "questions-thoughts-practice."... |
