Study On The Construction Of Inner-party Laws Of The Communist Party Of China Since 18th Party Congress

Since the 18 th Party Congress,the Party Central Committee with Xi Jinping as the core regards construction of regulations as the fundamental policy and long-term strategy for comprehensively strengthening party discipline.By continuously tightening party cage in order to make the power orbits in the party and national laws and regulations,and increasing the ability of party's long-term ruling and governance modernization,thus ensure that the Communist Party of China always become a strong core of the great cause of Socialism with Chinese characteristics.Therefore,Studying the construction of the inner-party laws and regulations since the 18 th National Congress of the Communist Party of China has important theoretical and practical significance for further strengthening the party's leadership and promoting the comprehensive and strict management of the party.This paper insists on the guidance of Xi Jinping's socialism with Chinese characteristics in the new era,and combines the research view of theory and practice,history and reality,adopts methods of literature induction and systematical analysis,interdisciplinary research.Firstly,it combs the theory origin and realistic background of the construction of the innerparty laws since the 18 th CPC congress.Secondly,it systematically analyzes beneficial experience,the major deficiencies and the causes.Finally,it proposes four aspects of guidance about how to promote the construction of regulations.Since the 18 th National Congress,the Communist Party of China has inherited and developed the thought of regulations construction from classical writers of Marxism and the previous ideas of the construction of the inner-party laws and regulations,and has actively absorbed and learned from the historical wisdom of the governance of the country in the excellent traditional culture of the Chinese nation.Under the new situation of national conditions and party conditions,the party continues to promote the combination of comprehensive planning and key breakthroughs,the combination of centralized clean-up and inheritance and innovation,the combination of law-making and implementation,and the combination of strict implementation and prevention.The practice of inner-party laws' construction has made good success.There is a long way to govern the party in an all-round way,and it is impossible to build the party's internal regulations all of a sudden.Objectively analyzing,yet it exists some problems: its coordination needs to be improved,publicity and education need to be deeply enhanced,the procedural law in the implementation process needs to be improved,and the supervision joint-force is not yet effective.Further analyzing causes from the subjective and objective levels: the insufficiency of the mechanism of inner-party legislation;the chasm between propaganda and education of party regulations;the regulatory awareness and ability of the executive staff are insufficient;the supervision mechanism with the core of self-supervision is imperfect.Based on them,taking Xi Jinping's important exposition on the construction of inner-party laws and regulations as the fundamental rule,the paper puts forward suggestions in this four ways.Firstly,improving the scientific and systematic level of inner-party laws and regulations.Secondly,aiming at the party spirit to promote the law into the mind.Thirdly,adhering to the problem-oriented way to improve the implementation of inner-party laws;Finally,maintaining strategic determination to effectively enhance supervision of the inner-party laws.
