Research On The Mode Of Public Service Delivery During Building A Well-off Society In An All-round Way

The history of the public service delivery is the history of the development of the social governance.Today,the public service delivery has become the ideas of national governance and development stage from the simple germination of ancient times,and has been the key indexes to measure the social governance level and social development stage.“The slow growth of the government finance and the rapid growth of the public service needs of the people" is the common problems in the public service delivery around the world.Under the severe situation of the global economic slowdown,the innovation of the public service delivery becomes the focus of the theory of the public service delivery and the first choice of the practical development.The history of the evolution of the public service delivery mode is actually the history of the government administrative reform and the modernization of the government development concept.In the past 20 years,people's focus of attention has shifted from efficiency to political responsiveness.This kind of turn urges the government to pay more attention to the public interest,the delivery of the public services and the optimization of the delivery of public services in response to the growing demand for the public services.In China,with the special people-oriented thought of the Communist Party,the public service delivery has been developing and completing,and protecting and improving the people's livelihood as the starting and end point of the public service delivery,coming into being vivid livelihood logic of the public service delivery.Viewed from the macroscopic background of building a well-off society in an all-round way,this paper discusses the evolution and development of the public service delivery in China,aiming at thinking what is the public service delivery?How to deliver the better public service?Based on above,this paper tries to complete two tasks:one is to card the current research in the field of the public service delivery,reviewing the referential significance to innovation and development of the public service delivery to build a well-off society in an all-round way in values and methods;the other is to analyze the development trend of the public service delivery,and the methods of innovation and mechanism of it during building a well-off society in an all-round way,based on summing up the local Chinese government experiences of the public service delivery.Building a well-off society in an all-round way is a history leap in China's economic and social development.Our country,from poverty and backwardness to building a well-off society and a well-off society in an all-round way,has entered a new historical period,being the new stage of the development of the socialist China characteristics and the key period of achieving the great rejuvenation of the Chinese dream.Discussing on the ways of the public service delivery in the process of building a well-off society,aiming at studying and solving the problems after China developed in essences.That is,how could the public service urge the qualitative economic and social development?In this sense,the research of the public service delivery should not only pay attention to the process,but also the future of the public service delivery in well-off society.Therefore,the theory of the public service delivery of well-off society should learn the experience abroad.On the other hand,the theory should sum up the theory and practice in our country.It has more great significance to sum up and improve the theory of the public service delivery in China,because Chinese problems need Chinese answers.China has rapid transformation of social background,which brings complicated problems.Foreign country's theory can't solve respond and solve to Chinese problems accordingly,so we need to pay more attention to Chinese experiences on solving Chinese problems,and improve those Chinese experiences as the theory leading the practice of the public service delivery in our country.In practice,the development and innovation of the public service delivery mode in well-off society needs to pay more attention to the fusion of the instrumental rationality and the value rationality,building the development idea of social justice,constructing the leading idea of "building together",“sharing together",establishing the delivery mechanism of "demand driven" and coordination mechanism of multi-subject sharing integration mechanism,paying attention to the new changes for the public service delivery mode by the Internet,information technology and strengthening the electronic public service delivery,playing the respective advantages of government,market,society and citizen's role well to gather the agglomeration effect in the public service delivery,adhering to the development thoughts of taking people as the center,starting from solving the interests people concerns most to improve the ability and level of the public service delivery,increasing the delivery of the public services actively,enhancing the well-being of the people,so as to achieve victory all the people together in to the all-round and well-off society goal in China.
