A Study On The Progress And Countermeasure Of Building A Well-off Society In All-round Way In Fujian Province

Building a well-off society has already become the ideal and goal toFujian’s people since the latter of1970s. After20years’ efforts, FujianProvince basically realized well-off goal in1997, and reached well-off level in2000, which was a kind of low-level, non-comprehensive, and unbalanced. The16th national congress of Communist Party of China proposed the new goal ofbuilding a well-off society in all-round way, and made concrete strategic plan.Based on the new situation, the17th national congress of Communist Party ofChina put forward new demand. The intension of the well-off society haschanged. Therefore, standing in a new historical height, based on the newintension of the all-round well-off society, we must set up a new evaluationindex system which can accurately reflect the progress of building a well-offsociety in all-round way in Fujian Province. This helps people understand thestatus of the construction of all-round well-off society and find problems. Thenwe can make scientific and effective measure to expedite the building progress.In addition, it has a strong practical significance for promoting the constructionof Western Shore Economic Zone and modernization.This paper introduces the development history of well-off thought, anddetails the content and objective of all-round well-off society. Drawing onprevious research results, combined with the actual situation in FujianProvince, the paper establishes an evaluation index system of all-roundwell-off society. Then describe the status of building all-round well-off society,use comprehensive evaluation method to measure the current level of theall-round well-off society in Fujian Province. According to the degree ofrealization of the nine regions, divide four types of the all-round well-off levelthrough cluster analysis, find out the reasons for the difference produced,forecast the future of building all-round well-off society. Finally some policyrecommendations are given in order to accelerate the progress of buildingall-round well-off society in Fujian.The results show that the progress of building all-round well-off societyadvances actively and steadily in Fujian Province, the degree of realization reached72.54%in2008. It will basically achieve the all-round well-off societygoal in2017. But there is a large gap compared with the advanced provinces,such as, Shanghai, Beijing. The degree of realization is very different in nineregions. Xiamen City achieved91.62%in2007, and it is expected to go intothe all-round well-off society in2010. Ningde City has always been to achievethe lowest level, only60.55%, behind the provincial level nearly10percentagepoints. It is difficult for it to reach the level of all-round well-off society in2017.From the index point of view, the difficulty of building the all-round well-offsociety lies in the adjustment of industrial structure, the establishment of asound social security system, a lack of scientific and technological input; fromgeographical point of view, the difficulty of realization lies in Sanming, Nanping,Longyan and Ningde.
