Since the signing of the Treaty of Westphalia,the political system of the modern state has been widely accepted and has become the dominant form of rule in the world today.However,the African states established in the recent wave of the birth of modern states after the World War II did not bring stability and prosperity to Africa as expected,but causing various serious social problems because of the failure of the states.At the same time,the associational revolution,The significance of which is considered to be no less than the invention of the modern state,has also sown flames in Africa.These Nongovernmental organizations that have created certain challenges to the more mature modern states have begun developing rapidly in Africa since the 1980 s.The failure of modern countries and the rapid development of Non-governmental organizations in Africa in the same period and space have aroused great interest of the authors,so we conduct the research on it.In order to conduct effective research,this paper constructs the issue of the impact of NGOs on the African state building,and discusses the relationship between NGOs and states.On the basis of examining the existing literature,this article first focuses on the current status of African state building and finds the absence of tradition path-way to state building consisting of war,economic development and some relative constructions,largely due to the exclusion of international society and severe external dependence.Under this circumstances,only public service where a small number of African states can own relative autonomy serves as a possible way to achieve state building.However,in the following investigation of African NGOs,this article found that due to the great development of NGOs and their uncontrolled and independent status in Africa,the states' space for providing public services was taken up and states began to rely on NGOs to provide people with public services.Therefore,the impact of this dependence on the African state building has become the focus of this article.After combing and discussing the theory and meticulously studying the case of Uganda,this article finds that the rapid development of NGOs in Africa,especially in the field of public services,actually hinders African states to gain the legitimacy by providing public services,therefore posing a great damage to the path way of African state building.But in the meantime,this articles also finds that NGOs eases the problems of excessive governance costs to a certain extent by its advantage to organize people,and provides a new opportunity for the African states building.Finally,this paper also reflects on the current paradigm of state building,and puts forward some thoughts.
