| The modernization has deeply remodeled the operational logic and formation of the economic,social and political system in China.Faced with the various predicament of current political formation,it's quite important to construct a transcendent formation.Thus,based on the evolutional orientation,it's essential for us to make a respondent construction of political system.As the reflection of political power and its operational logic,political formation embodies the modernizaitonal process and is shaped by the modernity.In the Chinese charateristed Complicated-Modernity,underlined the diversity and the integration of the state and individual,a political formation of Life-Politics has gradually formed.This formation stresses the social expansion of political subject,value,objective and procedure,and manifests the transformation and ambiguity of the path to construct.As a result,new problem arises in the process of resovling the old ones.A new political formation that transcending the Life-Politics,named the Institutional-life,portraits an institutional political formation,which aiming to overcome the mixing of values,the imbalance of structures,the disorder of functions and the expediency of behaviors by institution.The directionality of the Institutinal-Politics including: a political value advocating the order,fair distribution,centripetal force and political participation,a political structure with national governance system,and a political procedure consist with the ways of personal realization and political organization.Giving that the political life is composed of individuals,organizaitons and mechanisms,the construction of political system should be launched by multiparty designing,multidimensional propulsing and multiple interacting.Therefore,the method of system analysis was adopted in the paper,regarding the political life as a connected,interacted and unified political system.This thesis probed into the construction of political system,from the three specific procedure including input,transformation and output.Firstly,the input system acts as the essential section in the operation of political system.To construct an institutional input system,a multiple social governance system should be formed,which can screen and coagulate the demands by political participating and deliberated governing.Also,based on analysis of social confilicts,we should rebuild the constitution of interest distribution,benefit expression and opportunity equality.Besides,in the constructing of the legitimacy basis,we should cultivate the dispersion support based on the political participation,as well as the specific support based on the governance performace.Secondly,the institutional construction of political transformation system including: for a start,the move-orientated bureaucratic operational logic should be turned,and the legalization system should be strengthened to restimulate the vitality of local government.Next,we should pay attention to the influence on subjects of policy making exerted by bounded rationality and discretion,and reshape their cognitive attitude and reform motivation from perspectives of incentivation,tolerance and supervision.Lastly,the move-orientated and stress-based mechanism of policy agenda setting should be replaced by institutional path and guided by institutional system.Lastly,the output system consists of two different precesses: on one hand,the national governance model,acting as the inside output procedure,should be transformed by the the construction of institutional system and voluntary cooperation mechanism,and the formation of multiple subjects and methods in governance.On the other hand,the institutional construction of outside output system should be launched by the two ways: a consensus of public policy communicating should be formed in the process of citizen participating,network interacting,information feedbacking,and policy correcting.Also,a multiple cooperational mechanism should be constructed to develop comprehensive legitimacy pressure and supervisive power. |
