Since the late 1970s, China has been conducting the process of transforming from planned economy to the socialistic market-oriented economy with Chinese characteristics. According to educational law of external relations, education must correspond to the development of social subsystems, such as politics, economy, culture, etc. Under the background of this great transformation, even preschool teacher education is not an exception, which must coordinate with the socialistic market-oriented economy. Rationality theory, which is simply intended for practice, is a brand new philosophy that developed from the mid-20th century. It is required in actual application in all aspects of the real life. Briefly its requirement is the principle of "Optimization". As one part of human social practical activities, preschool teacher education can be studied based on the rationality theory.From the background of transformation era, the study deals with the research achievements about rational development and preschool teacher education, and clarifies such aspects of the rational development of preschool teacher education as the connotation, characteristics, structure, theoretical basis, implementation possibility and standards. Based on a case of the preschool teacher education in J province, the study measures the development practice of the preschool teacher education by using the preschool teacher education's rational development standards, and investigates the reality of preschool teacher education development.The results show that the scale deveiopment of preschool education major rises steadily but isn't compatible with the regional demand, the distribution of preschool education major is relatively balanced but is ill-suited for the regional situation, the qulity of preschool teacher education is basic qualification but problems also exist in the selection, the training mode, the curriculum provision and the practice teaching.Seeing from the current situation, there are factors that hider the rational development of preschool teacher education in national policy, regional management and school operation. Rational development is that people explain and answer how to develop. On one hand, the study constructs the macro strategies to realize the proper scale and distribution in order to promote the rational development of preschool teacher education. In order to promote the rational development of preschool teacher education scale, three main strategies are put forward from the following three aspects such as maintaining the existing scale of colleges and universities, moderately expanding the scale of majors, and expanding the scale of infant normal students for free education from rural areas and towns. To realize rational development of the preschool teacher education distribution, strategies are proposed from the two aspects concerning gradually promoting education level of preschool teacher education and rationally planning the spatial distribution of preschool teacher education. The strategies are based on the implementation principles of overall coordination, moderate advance, and equilibrium configuration.On the other hand, the study constructs the micro strategies to realize the rational development of cultivation process of preschool teacher education. Diverse selection dimensions, specific selection requirements and comprehensive selection methods are three ways to be based on to realize rational development of preschool teacher education selection. From the aspects of specific training objectives, flexible teaching methods and comprehensive student assessment, strategies are proposed to realize rational development of the preschool teacher education training mode. The strategies are proposed to realize rational development of the preschool teacher education curriculum provision in three respects, like more choices available of optional course, balanced distribution of courses and practical course content. From the aspects of sufficient practical teaching time, specification for organization of practical teaching, improving the coaching ability of teachers, strategies are presented to realize rational development of the preschool teacher education practice teaching."Rationality" in rationality philosophy is the law in the theoretical level, and represents the standards which are in accordance with the law in the practical level. The preschool teacher education need run under the rationality, and correct something contrarying to the rationality. In this way can we complete the transformation of unreasonable to reasonable and low quality to high quality. Finally the preschool teacher education will realize the rational development.
