Along with the strengthening of public investment in and expectations for preschool education in recent years and the continuous inflow and growth of urban population,it has brought great pressure to the national education public service,and caused the contradiction of the shortage of high-quality preschool education resources to further highlight.In response to this problem,the state has issued several Opinions on the Current Development of Preschool Education.Under the environment of "difficult to enter the kindergarten,expensive to enter the kindergarten",this is undoubtedly a timely and powerful response to the public’s demand for preschool education,and put forward efforts to promote the universal benefit construction of kindergartens.In recent years,Chengdu municipal government has actively planned a new pattern of fair and universal benefit development of preschool education,vigorously promoted universal benefit kindergartens,and actively explored the development model of public welfare and universal benefit preschool education.The third phase of Chengdu preschool education action plan(2017-2020)has been released and has achieved quite good results.This study will first determine the current policy documents,quantity distribution,location,funding,resource allocation,teaching staff and teaching quality of universal beneficial kindergartens in Chengdu as the research object of the development status of preschool education.We will further sort out the research results of universal benefit kindergartens at home and abroad,and then explain the relevant concepts of universal benefit kindergartens.Then we analyze the rationality of universal benefit kindergartens from the perspective of public product theory,new public service theory and multi center governance theory,and clarify the effective ways that the government should take in its process to promote the development of universal benefit kindergartens.At the same time,"literature analysis","questionnaire survey","interview survey" and "comprehensive analysis" are used to investigate,count and analyze the development status of universal beneficial preschool education in Chengdu.We found that there are some problems,such as unclear division of responsibilities of the government,unscientific planning and layout,unbalanced development,uneven distribution of resources,the teaching ability of teachers to be improved,and insufficient supervision efficiency.We start from the lack of the government’s strong legal protection and necessary policy norms,the lack of long-term overall planning by the government,the imperfect management system and security system,the limited investment in education,the great pressure of the financial budget and so on,to discuss the reasons for the emergence of the problem.Therefore,we propose that we should clarify the responsibilities of the government,scientifically plan the layout of the problem,effectively increase the resources of the universal benefit preschool education in Chengdu,and increase the intensity of assistance,vigorously support the transformation of private kindergartens to universal benefit kindergartens.Increase the corresponding policies for cultivating qualified preschool education teachers,and promote the sustainable development of preschool education in Chengdu.Taking the public management theory as the basic framework,this study investigated and studied the development status of preschool education.This paper also makes some new explorations from the research perspective,and tries to play a certain reference role for promoting preschool education in similar types of areas such as southwest China.
