Agricultural development cannot live without the support of science and technology, rural construction needs various agricultural vocational technicians. And progress of rural areas, agricultural upgrading, and the improvement of living standards of farmers rely on education, science and technology. In recent years, the party and the state have made a series of important plans to solve the three issues of agriculture, the countryside and farmers. However, there is still a big gap between urban and rural life due to historical reasons.The relatively backward of application of science and technology and relatively low level of intellectual structure have become the bottleneck in rural development. The key of building a well-off society in an all round way is still in the countryside.Under the new situation, it is extremely important to develop the rural vocational education so as to adapt to the new requirements of the rural society, and to set up a bridge between agricultural science and technology and productivity to realize its function of promoting the development of rural science and technology.Based on the theory of education, science and technology, and social economic development, this paper focuses on the bottleneck in the development of our rural society, and ways to change it, and aims to improve the development of rural vocational education and the level of agricultural science and technology. In theory, the concept of rural vocational education, the development of agricultural science and technology in rural areas are comprehensively defined, and the relationships between them are explored creatively. In this paper, the core audience segmentation in rural information dissemination is proposed based on the theory of audience-centered communication; and the mechanism of rural human resource development and operation mechanism is explored; and interactive mechanism of the rural vocational education and the development of agricultural science and technology is also revealed in this paper. This paper also provides theoretical support for development of rural vocational education and the development of agricultural scientific and technological.From the perspective of adaptability and imbalance, the development of rural vocational education and agricultural scientific and technological are analyzed. By adaptability analysis, it shows that, the rural vocational education in Hunan can meet the demands of science and technology in 1970s to 1990s. After 2000, the rural vocational education still plays an important role in rural economy and the development of science and technology, however, it is gradually not adaptive to the demand of the reality, even emerge some functional deficiencies. During this period, the rural vocational education does not keep pace with development of agricultural science and technology. And by imbalance analysis, it shows that the rural vocational education in Hunan province has been greatly developed since 2003, but the difference between the regions is still significant, polarization is serious. And the difference of regional production conditions and technology application level in rural areas in Hunan Province is obvious, and it is in a growing trend. One of the main reasons is difference of the average education level, and the development of agricultural science and technology level. In addition, the rural vocational education does not match the development of science and technology. There are only 57.1% of the cities or states in a balanced development in the whole province.In the empirical analysis of influence of rural vocational education to the development of agricultural science and technology, dynamic panel data model, scatter plot analysis, double logarithmic model and other methods are adopted to analyze the data in 14 cities and states in Hunan Province. Results show that the rural vocational education has significant effect on the development of agricultural science and technology. Funds expenditure of rural vocational education and two indicators of graduates have a positive impact on total index of application of agricultural science and technology. When education funds increase by 1%, the level of implication of science and technology can be improved by 0.48%. But correlation between the index of full-time teachers and the total index of agricultural science and technology is not significant. It reflects the cancellation and merge of our rural vocational schools and loss of a large number of teachers in recent years. At the same time, the effect analysis of rural vocational education in different cities in Hunan Province and development of agricultural science and technology shows that the increase of numbers of rural vocational education graduate and full-time teachers will improve the development of rural science and technology.Learning from the experience of rural vocational education and agricultural development in science and technology in developed countries, this paper puts forward some corresponding measures of rural vocational education and development of agricultural science and technology combining with the conditions of our nation, society, and people. First, we must optimize the macro environment to promote cooperative development of rural vocational education and agricultural science and technology. And we must innovate institutional mechanisms, and do top-level design of rural vocational education and rural scientific and technological development. Besides, we must increase investment to strengthen material basis of rural vocational education and rural scientific and technological development. We must truly focus on issues of agriculture to construct rural vocational education and agricultural technology development system with regional characteristics.
